About this file

This Scope of Work document outlines a bird repellent laser procurement and installation project for the Oregon Department of Fish and Wildlife (ODFW). The project involves the purchase, installation, programming, and training of a bird deterrent laser system at ODFW's Cole Rivers Hatchery to mitigate bird predation, which currently accounts for 10-20% of hatchery fish populations. The contractor must deliver two laser units within 60 days of contract award, complete installation by June 1, 2026, and finalize programming and staff training by June 30, 2026. Key contractor responsibilities include facility assessment to determine equipment needs, equipment supply and installation on 20-25 foot utility poles or cedar/metal posts, custom programming for identified bird species and target areas, creation of user accounts, and delivery of operational manuals and training documentation. ODFW will provide site access, conduct safety hazard assessments for laser operation, and share observations for pattern optimization.

Payment will be made upon successful delivery, installation, operational verification, and completion of training. Acceptance criteria require verification that laser units are installed to specifications, programming is customized for identified bird species and high-risk areas, and staff training demonstrates end-user competence. Final acceptance occurs when all deliverables are met and documented in writing. The project manager is Ryan Couture, Program Manager, and contract administration is handled through ODFW's offices in Corvallis and Salem, Oregon.

SCOPE OF WORK

Scope of Work, Delivery Schedule, and Budget

I. PROJECT TITLE Bird Repellent Laser

II. BACKGROUND or GENERAL INFORMATION and Purpose:

Several of ODFW’s fish hatcheries experience significant predation from birds, despite prior use of hazing, exclusion, and other deterrent methods. Predation can account for 10–20% of hatchery fish populations, impacting hatchery production goals.

ODFW intends to purchase and deploy a bird deterrent laser system at one of its hatcheries to reduce bird predation through targeted, automated deterrence.

III. PROJECT DESCRIPTION, DESCRIPTION OF WORK and TASKS:

Project Description or Description of Work.

This project involves the procurement, installation, programming, and training for a bird deterrent laser system at ODFW’s Cole Rivers Hatchery. The system should be capable of roaming the facility, targeting roosting sites, nets, or other areas frequented by predatory birds

TASKS:

Contractor Responsibilities:

1. Facility Assessment o Evaluate hatchery size, layout, and bird activity to determine the number of laser units required.

2. Equipment Supply and Installation o Provide laser units and all associated equipment.

o Assemble lasers and mount them on 20–25 ft utility poles or 4x4x20 cedar/metal posts, as appropriate.

3. Programming and Operations Support o Provide an operations manual.

o Conduct programming to identify primary bird species and target areas.

o Curate custom deterrent patterns and monitor performance, adjusting speeds and time schedules to optimize protection.

4. Staff Training o Create user accounts for ODFW staff and additional users.

o Review all system features, including editing existing patterns and creating new ones.

o Provide at least one one-on-one training session for pattern creation and operational use.

ODFW Responsibilities:

1. Provide site access at Cole Rivers Hatchery for evaluation, installation, and training.

2. Conduct a safety hazard assessment for laser operation.

3. Share observations and site-specific requirements with the contractor for pattern optimization.

IV. DELIVERABLES AND SCHEDULE:

Deliverable Deadline Notes

Delivery of 2 laser units Within 60 days of contract award

Units must arrive on-site ready for installation

Installation of laser units No later than June 1, Includes mounting and basic operational setup

Final programming and staff training

No later than June 30, Contractor to verify functionality and provide training documentation

V. PAYMENT METHOLODOGY

Payment will be made upon successful delivery, installation, operational verification, and completion of training.

VI. DELIVERABLE REVIEW & ACCEPTANCE PROCESS

• ODFW staff will verify that laser units are installed according to specifications and operate as intended.

• Programming must be customized for the identified bird species and high-risk areas.

• Staff training completion will be confirmed through demonstration of end-user competence.

• Final acceptance occurs when all deliverables are met and documented in writing.
