About this file
This document is a Scope of Work (SOW) for the U.S. Coast Guard Yard in Baltimore seeking a bilge water evaporator system. The Coast Guard requires a bilge water evaporator that can process at least 112 gallons, with an evaporation rate of 9-12 gallons per minute, capable of reducing waste streams by 85% or more. Specific equipment requirements include an electric unit constructed of 316L stainless steel, able to heat solutions to 212°F, with an exhaust fan, power requirement of 50 AMP (480V), and dimensions under 5'x7', without needing a sewer connection.
The solicitation is for a Firm Fixed Price Purchase Order, with delivery expected within 90 days of award. Vendors must be registered in the System for Award Management (SAM), with the government intending to award to the lowest-price technically acceptable bidder. The estimated cost savings is significant, with the Coast Guard currently spending $5,000 per load to dispose of approximately 10,000 gallons of oily bilge water quarterly. Invoicing will be through the Invoice Processing Platform, and the selected vendor must provide a minimum one-year warranty on parts and workmanship. The point of contact is Brandace Timbers at the USCG Yard in Baltimore, with delivery to be made to 2401 Hawkins Point Rd, Baltimore, MD 21226.

DEPARTMENT OF HOMELAND SECURITY
UNITED STATES COAST GUARD
SCOPE OF SERVICES FOR
PURCHASE OF BILGE WATER EVAPORATORS FOR
USCG YARD BALTIMORE
1. Introduction/Background Oily bilge water is a non-hazardous oily water waste generated by the operation of vessels. Because it is contaminated with oil, it cannot be discharged into the Waters of the United States or waters of the state of Maryland. Instead, it must be offloaded from vessels and temporarily stored until it can be shipped to a waste disposal facility for treatment.
The USCG Yard provides overhaul and repair services for a variety of platform types for numerous customers. Consequently, the Yard off-loads and disposes of approximately 10,000 gallons of oil-contaminated bilge every quarter at a cost of $5,000 per load. In 2024 the Yard disposed of 40,000 gallons of oily bilge water at offsite facilities.
Oily bilge water is 90% water by volume. Bilge water evaporation systems remove the water from this waste stream, reducing the quantity of waste that must be stored and disposed of by the same amount. Purchase of an oily bilge water evaporator system will reduce the annual cost of oily bilge water disposal, and the cost of the evaporator is expected to be recovered in approximately 15 months.
