About this file
This is a Scope of Work (SOW) for the U.S. Coast Guard Yard Baltimore seeking a bilge water evaporator system to manage oily bilge water waste. The Coast Guard currently disposes of approximately 40,000 gallons of oily bilge water annually at a cost of $5,000 per load, and seeks a solution that can reduce waste stream by at least 85%. The required evaporator must have an operating volume of at least 112 gallons, an evaporation rate between 9-12 gallons per hour, and specific technical specifications including being electric, constructed of 316L stainless steel, capable of heating to 212°F, and not exceeding 50 AMP power requirements.
The solicitation (Number 31800PR25000086) is a Firm Fixed Price Purchase Order anticipated to be awarded on a best value basis, with delivery required within 90 days of award. Vendors must be registered in System for Award Management (SAM), provide a minimum one-year warranty, and submit invoices through the Invoice Processing Platform. The point of contact is Brandace Timbers at USCG Yard Baltimore, and the delivery location is 2401 Hawkins Point Rd, Baltimore, MD 21226. The government expects the evaporator's cost to be recovered in approximately 15 months through reduced waste disposal expenses.

DEPARTMENT OF HOMELAND SECURITY
UNITED STATES COAST GUARD
SCOPE OF SERVICES FOR
PURCHASE OF BILGE WATER EVAPORATORS FOR
USCG YARD BALTIMORE
1. Introduction/Background Oily bilge water is a non-hazardous oily water waste generated by the operation of vessels. Because it is contaminated with oil, it cannot be discharged into the Waters of the United States or waters of the state of Maryland. Instead, it must be offloaded from vessels and temporarily stored until it can be shipped to a waste disposal facility for treatment.
The USCG Yard provides overhaul and repair services for a variety of platform types for numerous customers. Consequently, the Yard off-loads and disposes of approximately 10,000 gallons of oil-contaminated bilge every quarter at a cost of $5,000 per load. In 2024 the Yard disposed of 40,000 gallons of oily bilge water at offsite facilities.
Oily bilge water is 90% water by volume. Bilge water evaporation systems remove the water from this waste stream, reducing the quantity of waste that must be stored and disposed of by the same amount. Purchase of an oily bilge water evaporator system will reduce the annual cost of oily bilge water disposal, and the cost of the evaporator is expected to be recovered in approximately 15 months.
