Lands Reclamation

Project Name: Madison No 12 Airshaft 2024 Project Number: AML-EWmE-2452

DESCRIPTION OF THE PROJECT

The objective of this project is to abate a settled airshaft that has formed in the ground surface. The airshaft is located on private property and is caused by the collapse of the previous filled airshaft. The opening will be referred to herein as an airshaft. The coal depth in the area is 104’ feet in depth. The Madison No 12 C.C. operated from 1920-1931.

LOCATION OF THE PROJECT

Project site is located T8S, R1E, SW4, Section 20 situated in Williamson County. GPS coordinates are N 37.7623, W 88.9332

SPECIAL NOTE

The existing settled void is due to the settlement of backfill unconsolidated material within the abandoned airshaft. The manner which the shaft was filled is unknown. It should be noted that additional unconsolidated or failure of material with the shaft could occur. Therefore, all work within the vicinity of the shaft should be considered dangerous and the contractor should employ all safety procedures deemed necessary.

SECTION 10 - SCOPE OF WORK

The Engineer reserves the right to increase, decrease, or delete any of the proposed pay items. Quantities included in the bid proposal are based on best available information and may be adjusted dependent upon actual conditions encountered in the field.

The work to be accomplished is described in the following text and associated figures:

A) Special Excavation – Excavate approximately (60.0 cubic yards) of loose soil and debris from the base and side walls of the shaft to an approximate depth of 17.0 feet below the ground surface. The south end of the shaft shall be excavated to expose the south-end shaft wall. The special excavation includes removing the material within the top of the settled existing consolidated material.

B) Earth Excavation – Excavate approximately (40.0 cubic yards) of soil from the top of the shaft walls (estimated to be 2 ft below the existing ground surface.) The top of the shaft walls shall be clear of loose soils material, then excavate a trench around the peripheral of the shaft collar 1 ft wide and 2 ft depth. Excavated material shall be stockpiled on-site at a location designated by the engineer or his representative.

83 - BIDDING REQUIREMENTS AND CONDITIONS

It shall be the responsibility of the Contractor to visit the project site to become fully acquainted with all the details pertaining to the project. When the plans or Specifications include information pertaining to subsurface exploration, borings, test pits and other preliminary investigation, such information represents the best knowledge of the Department as to the location, character or quantity of the materials encountered and is only included for the convenience of the bidder. The Department assumes no responsibility whatever in respect to the sufficiency or accuracy of the information, and there is no guaranty, either expressed or implied, that the conditions indicated are representative of those existing throughout the work, or that unanticipated developments may not occur.

The topographical land features of abandoned coal mine sites have typically been altered or impacted by the mining operations. When mine refuse covers those features, it may be difficult or impossible to discover or estimate the full extent of impact to the ground surface. The depths and composition of mine refuse, as well as corresponding ground surface characteristics as represented in the Plans, are based upon available information and extrapolations from surrounding land features and deductive reasoning as to the probable techniques employed by the mining operation. The Plan lines that indicate existing conditions do not purport to fully represent minor variations in refuse depth or thickness, or small, hidden pockets of mine refuse. Such conditions encountered shall not constitute a basis for unit price adjustment or extra compensation.

84 - GENERAL MATERIAL AND WORK REQUIREMENTS

84.1 - Materials

All material removed from the project site is to be disposed of in a State of Illinois approved landfill or a location approved by the project manager.

Salvage of materials will be allowed only on an approved basis.
