About this file

This Invitation for Bids (IFB #B-4799) is issued by the City of Aurora, Colorado for ash tree treatment services to be provided to the Aurora Parks, Recreation & Open Space Department. The City seeks a contractor to implement a preventive treatment program for approximately 4,700 ash trees across parks, streetscapes, and public facilities, with focus on treating healthy and mature specimens in historically significant and strategic locations. The project will utilize two treatment methods: trunk injection with Emamectin Benzoate (minimum 4% active ingredient) and soil drenching with Dinotefuran (Safari or Transect formulations). Applicators must hold a valid Qualified Supervisor (QS) license from the Colorado Department of Agriculture, and all personnel must complete manufacturer-specific training and wear company-identifying uniforms. The pre-bid conference is scheduled for October 30, 2026 at 3:30 p.m. MT via Microsoft Teams, with written questions due by November 6, 2026 at 4:00 p.m. MT. Bids must be submitted electronically through BidNet by November 13, 2026 at 2:00 p.m. MT, with bid opening via Microsoft Teams at 2:30 p.m. MT the same day. Work is estimated to commence November 30, 2026 and be completed by June 2027. The contract will be awarded to the lowest responsible bidder and is for an initial one-year term with options to renew for four additional one-year terms under the same terms and conditions.

Pricing shall be submitted on a per-DBH-inch basis for each treatment method, with the City allocating a total project budget of $125,000 to treat the maximum number of eligible trees within available resources. The City will use trunk injection pricing as the primary basis for contractor selection, as maximizing the number of trees treated via this method is a stated objective, with soil drenching considered secondary for smaller trees only. All prices must be inclusive of materials, labor, equipment, and associated costs, excluding applicable taxes. The City provides tax exemption and payment is typically processed within 30 days of invoice approval. No set-asides are specified in this solicitation. The successful contractor must maintain Commercial General Liability Insurance ($1,000,000 per occurrence), Commercial Automobile Liability Insurance ($1,000,000 combined single limit), and Workers' Compensation Insurance in accordance with Colorado law, with the City named as additional insured. The contractor is responsible for obtaining an Aurora Business License within thirty days of award and must comply with all federal, state, and local regulations, including OSHA and EPA requirements for pesticide application. Funding is available only for the current calendar year, and the City reserves the right to reject any or all bids and terminate the contract with or without cause.

6. Work Volume and Locations

6.1 Total Work Volume

The city has a total project budget of $125,000. Contractors may propose a unit price per DBH inch for both treatment methods: Trunk Injection (Emamectin Benzoate) and Soil Drenching

(Dinotefuran). The City’s objective is to treat the maximum number of eligible trees within available resources. Prior to mobilization, the city will identify and provide a list of trees assigned to each treatment type. The final number of trees included in the project will be determined by the city based on treatment priorities and the contractor’s proposed unit pricing.

When pricing between the two treatment methods is inconsistent—such as one method being higher and the other lower for different bidder, or when neither method’s pricing is clearly the lowest— per unit rate of trunk Injection will be used as the primary basis for contractor selection, as the city intends to maximize the number of trees treated using this method. Soil Drenching will be considered a secondary option and used only for treating smaller trees when necessary.

6.2 Location of Trees

Trees will be in Parks, Street’s right of way and greenbelts. City will provide a comprehensive list of trees with Location Map to the contractor in advance. Contractor needs to update the inventory and maintenance related information in ESRI based GIS system.

IFB-B-4794- As-Needed Tires and Tire Repair/Replacement Services

7. Reporting

• Contractors shall record and maintain all treatment information in accordance with applicable federal standards. Required inventory and treatment data must also be entered into the City’s ESRI-based GIS system.

• In addition to maintaining treatment records as per required system, contractors shall submit a detailed list of completed work to the Project Manager at least every two weeks. Submissions may be provided via shared cloud folder or email and must accompany the corresponding invoice. Each report must include all required data fields to ensure consistency with ESRI entries and compliance with federal record-keeping standards.
