This Request for Proposals (RFP) document issued by the Town of Parker, Colorado (Solicitation Number RFP 26-021-1) seeks qualified contractors to provide comprehensive preventive maintenance, testing, emergency response, and corrective repair services for standby diesel generator systems and associated automatic transfer switches at six Town facilities. The scope encompasses seven generator units across six locations: Town Hall (Rolls-Royce LSA 49.3/L10, 1,515-gallon fuel capacity), PACE Center (Onan 125 kW, 200-gallon capacity), Fieldhouse (Onan 400 kW, 800-gallon capacity), MOTS Operations (two Detroit units at 150 kW and 250 kW with 196-gallon and 249-gallon tanks), Police Department (Cummins 750 kW, 1,550-gallon capacity), and Public Works Operations (Kohler 500 kW, 900-gallon capacity). The RFP was issued October 16, 2026, with written questions due by October 30, 2026 at 10:00 a.m. and proposals due November 6, 2026 at 2:00 p.m. through the Rocky Mountain E-Purchasing System and Bonfire portal. Selected contractors must complete an initial site inventory within 30 calendar days of notice to proceed and submit an annual coordinated preventive maintenance schedule. The Police Department requires quarterly inspections with one annual service including oil change and transfer switch test. No specific award date or contract term length is provided in the RFP, though pricing must remain valid for at least 120 calendar days after the proposal deadline.
Proposals shall include comprehensive pricing schedules covering all scheduled-service pricing, consumables, labor rates, and parts pricing, with all assumptions and exclusions clearly documented. The evaluation process awards points based on Price (30 points), Technical Approach and Ability to Meet Scope (20 points), Experience and Qualifications (20 points), Emergency Response Capability (20 points), and Reporting, Documentation, and Compliance (10 points). Contractors must provide 24-hour, seven-day-per-week emergency response with a guaranteed response time, maintain all necessary licenses and insurance before commencing work, and comply with indemnification provisions. Services include annual preventive maintenance, automatic transfer switch inspection and maintenance, annual load bank testing, oil and coolant laboratory analysis with interpretation, warranty coverage for parts and workmanship, and detailed digital reporting within five business days of scheduled visits. The Town reserves the right to reject any or all proposals, request clarifications, conduct interviews or demonstrations, negotiate terms, and make an award based on best value rather than lowest price alone. Contractors must verify field conditions during initial inventory and acknowledge that final equipment quantities, ratings, and conditions will be confirmed during site assessment.
