The installation shall include all related accessories, fittings, connections, supports, pad modifications, anchorage, vibration isolation, weather protection, controls, annunciation, batteries, charger, block heater, remote monitoring interfaces, exhaust components, fuel system sizing and connections, and all other incidental components required for a complete and code-compliant installation.
The Contractor shall clearly state the basis used to size the proposed generator and transfer switch.
ATS Replacement
The Contractor shall remove the existing automatic transfer switch and furnish and install a new ATS of appropriate size, rating, and configuration for the proposed generator and the facility load. The work shall include all associated demolition, reconnection, controls integration, labeling, startup, testing, and commissioning required for a complete and operational installation.
Offerors shall identify the proposed ATS rating, controller type, enclosure type, and any modifications required to accommodate the replacement equipment.
Testing, Startup, and Commissioning
The Contractor shall provide factory-authorized startup and commissioning of the generator and ATS and shall perform all testing required to verify reliable operation of the complete system. This shall include generator testing, ATS testing, controls and alarm verification, monitoring verification, and load testing and/or load bank testing as required. All outage windows shall be coordinated in advance with the City, and successful automatic and manual transfer operation shall be demonstrated prior to final acceptance.
Scheduling and Deliverables
The Contractor shall provide a project schedule showing submittals, procurement, demolition, installation, outage coordination, startup, testing, and completion, and shall clearly identify long-lead equipment items.
Required deliverables shall include equipment submittals and product data for the proposed generator and ATS, a written basis-of-design narrative describing sizing. • Generator specification. Whether the proposed generator is fully identified by manufacturer, model, kW rating, voltage, phase, fuel type, sound-attenuated weather-protective enclosure, digital controller, remote annunciation and monitoring, lead time, and warranty.
• Automatic transfer switch specification. Whether the proposed switch is fully identified by manufacturer, rating, number of poles, controller type, transition type, enclosure type, and any required service-entrance rating, and whether it is compatible with the generator and the full building load.
• Sizing basis. The quality of the basis-of-design, including load calculations or metered demand data, motor starting and step-load analysis, and allowances for the proposed station additions and future growth.
• Code compliance and commissioning. The Offeror's plan for compliance with the National Electrical Code, NFPA 110, the International Fire Code, and authority having jurisdiction requirements, and its approach to factory-authorized startup, load bank or building load testing, and transfer demonstration.
• Existing equipment disposition. The quality of the Offeror's evaluation and recommendations for salvage, trade-in, relocation and reuse at another City site, or disposal.
• Mandatory confirmations. Whether the Offeror clearly confirms each mandatory requirement and clearly states all assumptions, exclusions, and clarifications.
35 points
2. Cost Proposal Evaluates the total cost and the transparency of pricing to City.
Consideration will be given to the following:
• Base Bid. Whether the Base Bid is reasonable and complete for removal and replacement of the generator and automatic transfer switch, including installation, startup, testing, commissioning, training, and warranty.
• Temporary power pricing. The reasonableness of separate pricing for the recommended temporary power solution.
• Pricing clarity. Whether the Offeror clearly identifies existing equipment disposition assumptions, any trade-in or salvage credits, exclusions, contingencies, owner-responsibility items, and lead-time or equipment availability pricing contingencies.
• Firm pricing. Whether the proposal confirms firm pricing for the term of the contract.
• Proposals that minimize unpriced exclusions and the risk of change orders will be scored more favorably.
30 points
3. Demonstrated Experience, Key Personnel, and References Evaluates the Offeror's capability to deliver this project successfully.
Consideration will be given to the following:
• Comparable experience. The Offeror's experience replacing generators and automatic transfer switches at occupied fire stations, public safety, municipal, or other mission-critical facilities, particularly where systems were upsized from partial emergency loads to whole-building service.
• Key personnel. The qualifications, Colorado electrical licenses, manufacturer certifications, and defined responsibilities of the assigned staff.
• Manufacturer support. The Offeror's factory-authorized relationships with the proposed manufacturers.
• Subcontractors. The qualifications of any proposed subcontractors.
• References. The relevance and strength of at least three references for similar projects

3.4. DEMONSTRATIONS AND DISCUSSIONS
The Evaluation Committee may, if it deems necessary, request clarifications, conduct discussions or oral presentations, or request best and final offers. Discussions may be held with responsible offerors whose proposals are determined to be reasonably susceptible to be selected for award to:
a. Promote understanding of the City’s requirements and the Offerors’ proposals; and
b. Facilitate a Contract that will be most advantageous to the City taking into consideration price and the other evaluation factors set forth in the request for proposals.
The Evaluation Committee may adjust its scoring based on the results of such activities.
However, proposals may be reviewed and determinations made without such activities.
Offerors should be aware that the opportunity for further explanation might not exist;
therefore, Offerors should ensure that their submission is complete, and are encouraged to submit their best possible proposal, including pricing.
3.5. SINGLE PROPOSAL
If only one bid or proposal is received in response to a solicitation, an award may be made to the single bidder or Offeror if the procurement official finds that the price submitted is fair and reasonable and that other prospective bidders or Offerors had reasonable opportunity to respond.
3.6. AWARD
A Notice of Intent to Award will be published on Bidnet.
4. Operational Continuity, Temporary Power Plan, and Project Schedule Evaluates the Offeror's ability to keep Fire Station #1 operational and response-ready throughout the work. Consideration will be given to the following:
• Temporary power. The adequacy of the recommended temporary generator capacity, connection method, and fuel supply.
• Outage sequencing. How well the work is sequenced to limit the number and duration of outages.
• Coordination. The Offeror's plan for advance notice and coordination of outage windows with City personnel, including protection of apparatus bays, driveways, and egress routes.
• Contingency measures. The measures proposed in case work extends beyond a scheduled outage window.
• Project schedule. Whether the schedule is realistic from notice of award through final acceptance, and whether it clearly identifies submittals, long-lead equipment, permitting, utility and gas service coordination, outage windows, commissioning, and training.
15 points
TOTAL POSSIBLE SCORE 100 points
The award determination is ultimately a business decision that will reflect an integrated assessment of the relative merits of the proposals received, using the factors set forth in Section 3.3. The City intends to award Contract(s) to the Offeror(s) whose proposal(s), conforming to the solicitation, will be most advantageous to the City, price and other factors considered.
The City reserves the right to award to multiple offerors if is determined to be in the best interest of the City.
