About this file
This is a bidding document and specification manual for the construction of Fountain Fire Station #4 by the City of Fountain, Colorado. The project encompasses all labor, materials, general construction, and site work necessary for completion of a new fire station facility. The specifications establish comprehensive requirements for work across multiple divisions including general requirements, concrete work, structural elements, mechanical systems, electrical systems, and fire protection systems. Key project requirements include coordination between multiple trades, adherence to 2021 International Building Code standards and 2023 National Electrical Code requirements, establishment of quality control systems, and compliance with all applicable local codes and utility requirements. The document mandates a preconstruction conference following Notice of Award, regular progress meetings with major subcontractors (mechanical, electrical, utility, earth work, masonry, and steel erection trades), and site mobilization procedures. Special inspections for structural work, welding, concrete testing, and masonry testing are required and paid for by the Owner, with the contractor responsible for other testing related to material substitutions or corrective actions. Record documents must be maintained throughout construction and submitted at project completion.
Pricing, payment, and contract terms are detailed through unit prices for civil work items including imported structural fill, backfill, asphalt paving, concrete walks, curb and gutter, and heavy-duty concrete. The contractor must submit a Quality Control Plan with the Schedule of Values and Construction Progress Schedule, detailing personnel, procedures, and testing protocols. The document includes provisions for alternates, specifically Alternate #01 for adding a third truck bay to the project. A one-year correction period applies after Notice of Acceptance for defects due to faulty materials or workmanship. The contractor must provide comprehensive warranties from both the contractor and all subcontractors, deliver manufacturer warranties, and submit final record documents including as-built drawings showing underground utility locations, equipment locations, and all field changes. Re-inspection fees of $150 per hour apply if the contractor fails to complete punch list items satisfactorily, requiring additional architect inspections.
