About this file
This Request for Qualifications (RFQ) document is issued by the City of Cortez General Services Department for airport engineering services. The City seeks consulting firms qualified to provide comprehensive airport engineering services through a five-year contract subject to annual review for projects funded under the Airport and Airway Improvement Act of 1982 or other funding sources. The scope of work encompasses five sequential project phases: preliminary, design, bidding/negotiation, construction, and project closeout, with potential additional services including soil investigations, surveys, environmental studies, and construction inspection. Firms must be licensed and in good standing, have provided comparable services for at least three years, and comply with all applicable federal, state, and local regulations. The submission deadline is October 5, 2026, at 10:00 a.m., with questions due by September 28, 2026, at 5:00 p.m. Interviews with the top three selected firms are scheduled for October 6, 2026, with award notification on October 14, 2026, and the anticipated contract signing on October 30, 2026. Insurance and certificates are due by October 23, 2026.
Fees will be negotiated on a task order basis as grants are obtained, and cost information should not be submitted with proposals. The City applies an evaluation criteria weighting based on FAA Advisory Circular 150/5100-14E, prioritizing demonstrated ability to communicate, recent airport engineering experience, capability to perform all project aspects, understanding of the airport and proposed projects, and ability to meet schedules within budget. The City offers local vendor preferences of 2.5 percent for businesses within City Limits and 2.0 percent for those in Montezuma County, with a maximum preference cap of $25,000. The contract is subject to Executive Order 11246 regarding affirmative action and Department of Transportation Regulation 49 CFR Part 26 regarding disadvantaged business enterprise participation, with DBE consulting firms actively encouraged to participate. The estimated budget is subject to federal assistance or other funding sources awarded on a project-by-project basis.
