Scope of Work Consultant Services

PROJECT OBJECTIVE

The project objective is to design and replace modular traffic signals and extend the eastbound left-turn lanes at the intersection of Orchard Road and DTC Boulevard/Yosemite Street in

Greenwood Village. The project limits are fully within the City right-of-way and City owned and maintained roadways. No ROW acquisition is anticipated for this project.

This project is federally funded with administration of funds, oversight, and approvals of the project from the Colorado Department of Transportation (CDOT). This project must receive all required clearances and all design elements must adhere to CDOT design standards and federal rules/regulations.

The project includes design for one new mast arm, signal pole, and signal heads for eastbound

Orchard Road and one new mast arm, signal pole, and signal heads for northbound Yosemite

Street. Additionally, the channelized right turn for eastbound to southbound will be redesigned to improve pedestrian and vehicular safety. Final design sheets for the extension of the eastbound left turn lanes on Orchard Road at DTC Boulevard/Yosemite Street have been previously completed but will need to be integrated into the design planset, quantities, cost estimate, and bid documents pertinent to this project.

Eastbound-to-Northbound Left-Turn Lane Improvements / Previous Design Details

Final design for the extension of the eastbound Orchard Road left-turn lanes was previously completed under a separate design effort. The City will provide the selected Consultant with the previously prepared plans and associated CAD files for use as the basis for this portion of the project.

The Consultant shall review the previous design and incorporate the improvements into the overall project design. The Consultant shall verify that the previous design remains compatible with current field conditions, applicable design criteria and standards, and the other improvements proposed as part of this project. The Consultant shall identify and make revisions necessary to provide a complete, coordinated, and constructible final design. The intent is to utilize and advance the previously completed design to the greatest extent practicable rather than independently redesign the improvements, except where revisions are necessary to address current conditions, applicable standards, coordination with other project elements, or comments received through the project review and approval process.

Traffic Signal Design Details

Revised signal phasing plans will be needed for the intersection. The City plans to operate the dual left turning movements at the intersection with flashing yellow arrow (FYA) and time of day protected only phasing, which would reduce the potential for approach turn crashes. During off peak hours, the left turn signals would be operated with FYA permissive phasing. The modular signal design does not provide adequate space for a four-section signal head, therefore, a three-section signal head per the MUTCD, is proposed for both the eastbound and northbound direction

The maximum length for a modular signal mast arm is 55 feet. The design should determine the appropriate alignment of the signal heads over both the through and turn lanes for both directions.

SCOPE OF SERVICES

The services will consist of data gathering, surveying, detailed design, structural analysis/design, report/memo preparation, traffic signal phasing plans, construction document preparation per

CDOT standards, cost estimates and specification preparation. The consultant may also participate in bid preparation, bid analysis, and limited construction administration assistance.

All work shall be completed using the latest AASHTO and CDOT design and construction standards, guidelines, practices, and procedures. This project will require services to secure all required clearance from CDOT including ROW Clearance, Environmental Clearance, Utility

Clearance.

The project location is shown in Exhibit C.

Professional Service Selection

The City of Greenwood Village desires to obtain professional services for the Orchard Road and DTC

Blvd/Yosemite Street Intersection Improvement HSIP Project. Public notice has been given fifteen days prior to the selection of the most highly qualified person pursuant to section 24-30-1405.

The City shall prepare a team of three or more members to review the Consultants’ proposals. Each

Consultant proposal shall be evaluated based on the criteria in the Consultant evaluation form below.

The City will select the Consultant deemed to be most highly qualified to perform the required professional services and once selected, the City will enter into negotiations to obtain a fair and reasonable price for the anticipated work. Upon award of selection, the selected firm is required to attend the scoping with CDOT prior to final contract negotiations.

After negotiating in good faith, if the parties are unable to reach an agreement, the City reserves the right to enter negotiations with the next highest qualified Consultant without re-advertising.

The selection committee will evaluate proposals based on the evaluation criteria outlined. The weight given to each evaluation criterion will be determined by the selection committee. The committee may request additional information from proposers or request interviews with one or more proposers. Interviews may be waived if the committee unanimously selects a firm directly.

The City and the top-ranked firm will then negotiate the details of the final contract, and

Council approval of the award will be requested. Upon Council approval, the contract will be signed, and work may begin. If the City cannot reach an agreement with the top-ranked firm, negotiations will commence with the next-ranked firm. This process will continue until a satisfactory contract is negotiated, or the City exercises its right to reject all proposals.

Proposals will be considered only from firms or individuals that are firmly established in an appropriate business, are financially responsible, and have the resources and ability to offer services in a professional and expedient manner. In addition, consultants must attend and record their presence at the mandatory pre-proposal meeting. Proposals received from Consultants without record of presence at this meeting will be considered noncompliant and rejected.

The City may request additional information as deemed necessary. Failure to provide such information may result in the proposal being considered non-responsive.

The City reserves the right to reject any and all proposals, to waive any informalities in the proposals received, and to accept the proposals deemed most advantageous and in the best interests of the City.

Professional firms will be evaluated on the following criteria to determine the short list for interview purposes. These criteria will be the basis for review of the written proposals and interview session. The rating scale shall be from 1 to 5, with 1 being a poor rating, 3 being an average rating, and 5 being an outstanding rating.
