About this file
This document is an Invitation for Bid (IFB) Response Instructions for Construction issued by the Fountain Valley Authority (FVA) in Colorado for the FVA Terminal Tank Rehabilitation project (IFB-KSK-G9043, revised July 2026). The project scope includes exterior and interior blasting and recoating, selective rafter repair or replacement, floor patch plates, handrail system installation on tank roof, replacement of the cathodic protection system on the interior, and minor civil grading around the tank perimeter and adjacent drainage swales. Bidders must conduct a mandatory pre-bid site visit to familiarize themselves with existing conditions and must submit a comprehensive bid package that includes a signed transmittal letter, acknowledgment of all addenda, conflict of interest statements, evidence of site condition studies, project schedules meeting contract requirements, and identification of any discrepancies in contract documents. The IFB specifies that bids not addressing required items in the specified sequence may be deemed non-responsive or non-responsible.
Bidders must provide bid security in the form of either a bid bond or certified check equal to five percent of the maximum bid price, with performance and payment bonds required from sureties on the Federal Bonds list. Bidders must maintain current ISNetworld subscription throughout the contract term, failure of which renders the bid non-responsive. Qualified bidders must demonstrate relevant experience with similar projects completed within the past five years, provide references, and submit a written Damage Prevention Plan addressing investigation procedures, excavation practices aligned with Common Ground Alliance Best Practices, pre-excavation reviews, and claims history. All unit prices must remain firm and fixed for the duration of the contract, and bidders acknowledge that the FVA will not reimburse expenses incurred in proposal preparation. Bidders must comply with all applicable federal, state, and local laws and obtain a valid Certificate of Good Standing from the Colorado Secretary of State before commencing work.
