About this file
This is a Bidders Declarations document from the City of Cartersville, Georgia, establishing requirements and certifications for vendors submitting bids for a 3/4 Ton 4WD Crew Cab Pickup Truck procurement. The document outlines that bidders must demonstrate understanding of the full scope of specifications and capability to complete the work, provide liability insurance documentation with their bid package, and comply with all submission requirements. Bids may be withdrawn in writing prior to August 6, 2026 at 2:00 PM but cannot be withdrawn after that deadline. The City of Cartersville reserves the right to reject any or all bids, waive technicalities and formalities, and conduct inquiries or investigations to verify bidder information. Proper authorization and execution are required, including corporate seals for corporations and general partner signatures for partnerships.
The document mandates that bidders comply with non-discrimination requirements prohibiting discrimination based on race, creed, color, sex, national origin, ancestry, or disability, with provisions allowing contract cancellation or termination for non-compliance and potential debarment from future City contracts. Bidders must provide a non-collusion affidavit, sworn before a notary public, certifying they have not engaged in collusion with other bidders or City officials regarding pricing or special consideration. Additionally, all bidders must certify compliance with Georgia's Drug-Free Workplace Act (O.C.G.A. Section 50-24-1 through 50-24-6), guaranteeing a drug-free workplace for employees during contract performance and obligating contractors to obtain similar certifications from any subcontractors. The bidder must certify non-engagement in unlawful manufacture, sale, distribution, or possession of controlled substances during contract execution.
