About this file

This is a Bidder Response Form for the Massachusetts Department of Conservation and Recreation (DCR) seeking conference facilities, catering services, and hotel accommodations for the 2027 DCR Leadership Academy. The event will span two consecutive days between March and May 2027, with the first day dedicated to setup and the second day for the professional development training academy. DCR anticipates up to 300 participants and requires one plenary space accommodating a minimum of 250 people at round tables for 8-10 people with an accessible stage approximately 10 by 15 feet, seven to ten breakout rooms with capacities ranging from 30-50 people capable of various room arrangements, and a registration area accommodating 15-20 display tables. Responses must be submitted via COMMBUYS, the Commonwealth's online procurement system, with incomplete submissions subject to disqualification.

Pricing must be provided for all space rentals with itemized administrative fees and total costs. Food and beverage services must include breakfast items available for individual purchase at arrival, and lunch offerings under two options: Option A provides concession-style boxed lunches with a la carte pricing for individual participant purchase (anticipated 50% participation), while Option B guarantees agency purchase of 250 boxed lunches at a fixed per-person rate; both options must include gluten-free selections. Overnight hotel room rates must be specified with all fees included, and vendors should indicate whether breakfast is provided with room purchase. Audio-visual equipment rental costs are required for LCD projectors, screens, sound systems, laptops, and easels per room, along with any other anticipated miscellaneous costs such as administrative fees. The form requests vendors identify their maximum capacity to accommodate the anticipated 300 participants and specify equipment supply capabilities for breakout rooms.
