About this file
This is a Bidder Questions and Answers document for RFP 210000002541 issued by the Michigan Department of Corrections (MDOC) for the procurement of ovens for correctional facility kitchens. The solicitation requires bidders to provide initial pricing for four ovens needed at Central Michigan Correctional Facility located in St. Louis, Michigan, with the option for a multi-year contract covering additional sites during the contract period. The specification calls for Baxter ovens, and bidders must include installation costs in their pricing. The MDOC declined to hold a site visit or extend the bid opening date due to time and funding constraints but provided extensive supporting documentation including photographs of the kitchen and current equipment, specification drawings of currently installed Baxter OV210G-M2B ovens, and hood specifications. The ovens will be used for both baking products and cooking grease laden products, with two ovens designated for bakery operations and two for general kitchen use.
Bidders are required to indicate in their bid response all pricing they can hold firm for the contract period, which may result in best value consideration. The facility has an 8-foot by 8-foot dock door for deliveries, with doorway widths of 6 feet to one room and 3 feet to the second room where the ovens will be installed. The correctional package is required as part of the specification. MDOC will not be responsible for any additional costs not included or specified in the bid for the initial four ovens at Central Michigan; however, for additional projects during the contract period, the contractor will be required to conduct site visits and complete separate quotes. Alternative oven models not accompanied by specifications sheets submitted with bidder questions will not be approved for consideration.

Bidder Questions and Answers
RFP 210000002541
Ovens for Correctional Facility Kitchens
1) This is not a “standard” spec item. Each building/facility may have different utilities, accessories, sizes so cannot hold one price, one specification on a term 2 year contract. We can bid what you have listed, but it still might require additional items/install costs once customer orders and finds out additional items, labor, install will be required. Will customer be responsible for additional costs not included or specified in the bid?
· Contractors shall provide an initial pricing and bid response based on 4 ovens needed for Central Michigan Correctional Facility. The State believes that all required parts, install items, and costs for project have been identified in the RFP. MDOC will not be responsible for additional costs not included or specified for the bid on Central Michigan’s four ovens.
· For additional projects during the contract period, a site visit will be held and a quote will completed by the Contractor. Contractor shall indicate in their bid response all pricing they are able to hold firm for the Contract period. This may result in a best value consideration.
2) Each Baxter oven of this type is specific to each facility, building, electrical, venting, hoods, space, removal of old equipment, etc. Using drawings and photos may not cover all that is required to price installation/labor/time/delivery requirement to remove old equipment and get new equipment from dock, to destination to hook-ups-venting for each facility. Will need site visits to accurately price. Can you amend bid to contain site visit at Central MI facility to price install/spec and push out bid opening date?
· No, due to time and funding constraints, MDOC is unable to hold a site visit or push out the bid due date. Please see attached for additional information on delivery, install, and removal of equipment at Central Michigan Correctional Facility (includes pics of kitchen and entry doc, pics of current ovens and hoods, spec drawings of current Baxter ovens installed, and spec drawings of Baxter ovens required for this bid).
3) What are the current oven buildups at the Central MI Corr facility? What kind of hoods do you currently have? Are they primarily baking products or cooking grease laden products?
· Current ovens located at Central Michigan Correctional Facility include Baxter OV210G-M2B (Please see attachments for additional information).
· Picture of hoods in current use are included as well as spec drawings of current oven set up are included in the Q&A attachments.
· Ovens will be used for both baking products and cooking grease laden products. (2 for bakery and 2 for kitchen)
4) Does the facility have dock for deliveries?
· Yes there is a dock door that is located in the Central Michigan kitchen area for loading and unloading (see pics attached). Doc door is 8’ by 8’.
5) How wide are the doorways from receiving into the kitchen areas?
· Doors from the dock to the Central Michigan rooms where ovens are installed is 6’ width for one room and 3’ width for the door for the second room. Each room is to hold 2 ovens.
6) Are there any elevators, if so, what are the dimensions?
· No elevators will be needed to get the Central Michigan ovens from delivery location to installation location.
7) Can you please provide current machine specifications/drawings/photos for the Baxter Ovens listed in the bid for the Central MI Correctional Facility?
· Please see attached documents for spec information and drawings on Baxter ovens currently installed at Central Michigan Correctional Facility and spec information and drawings on the Baxter Ovens listed in the bid.
8) We would like to propose the LBC Model Lro-25. We can guarantee the quality is just as good and we can save you money.
· LBC model Lro-25 is not approved as an alternative, because the bidder did not provide a specifications sheet with their question, for the State’s review.
9) Is the bid for one over or four and is the price to include installation of the oven. Also, is the correctional package needed?
· The bid is for four initial ovens at Central Michigan Correctional Facility located in St. Louis MI with the option for a multi-year contract for additional sites. The correctional package is needed for this bid. Please review Section 1.1-Product specifications for additional specifications and requirements.
