About this file
The document is a Bidder Questions and Answers memorandum from the Executive Office of Labor & Workforce Development (EOLWD) issued on July 15, 2025, addressing vendor inquiries about an electronic election services procurement. The procurement seeks an electronic voting system capable of managing elections for transportation network drivers, with an anticipated election involving up to 75,000 voters and potentially two unions. The initial contract is for three years with options for two one-year renewals, totaling a potential five-year engagement. The bid is due on July 22, 2025, at 2:00 pm, with an expected contract start date of August 4, 2025.
The contract emphasizes specific requirements including multi-language support, robust security features, and comprehensive election management without direct vendor involvement. Evaluation criteria include a Supplier Diversity Plan (SDP), with 25% of evaluation points allocated to this submission. The procurement has set-aside designations prioritizing small businesses, particularly Massachusetts-based companies. Qualifying small businesses must have their principal place of business in Massachusetts, be in operation for at least one year, employ 50 or fewer full-time equivalent employees, and have gross revenues of $15 million or less. The Supplier Diversity Plan requires a minimum 1% commitment to diverse business enterprises, and the contract will be structured as a fee-for-service arrangement limited to the issuing entity.

SST Answer
Fully Managed Election Services vs. "DIY"
On page 5, para 1 of the RFR states "The ballot system shall permit EOLWD/DLR to conduct an election from beginning to end without requiring the direct, personal involvement of the vendor." Would EOLWD be open to receiving bids from vendors who provide a fully managed service as opposed to a "DIY" platform or software?
EOLWD is open to vendors who provide fully managed service, depending on the level of control and security the EOLWD maintains during the election.
Pricing One Election Project
To put all bidders on equal footing as far as pricing, can EOLWD specify the maximum number of voters and ballot item questions to be included in one election project?
The EOLWD is anticipating an election involving upwards of 75,000 voters with one item on the ballot.
Number of Unions in One Election
In any given concurrent election cycle, what is the maximum number of different unions that could require an election?
In the one election involving upwards of 75,000 voters, it is expected that there would be no more than two unions involved.
