About this file

The document is a vendor Q&A memorandum from the Executive Office of Labor & Workforce Development (EOLWD) for the Department of Unemployment Assistance (DUA) Contact Center Adjunct Services solicitation. The RFR seeks a vendor to provide supplemental contact center services to support DUA's existing operations as they modernize their legacy system, with an estimated contract start date between April 15 and May 1, 2025. The contract will have an initial 6-month period with one possible 3-month extension, totaling a maximum of 9 months. Training for the selected vendor will last 1-2 weeks, and agents are expected to begin taking calls around April 22, with the new system launching on May 6th.

Key additional details include that the vendor must provide a fully functional contact center solution, with staff located within the 48 contiguous United States, and support basic claimant account activities without making eligibility determinations. The current vendor is FH Cann, operating under an emergency contract since February 2025. Preference will be given to Massachusetts-based vendors and those with existing working relationships with Massachusetts agencies. The vendor will have access to DUA's EMT browser-based system and must provide all necessary hardware. The contract requires Tier 1 and Tier 2 agents, with Tier 2 agents providing service in Spanish, Portuguese, and Cantonese. The minimum Supplier Diversity Program (SDP) commitment is 1%, with higher commitments viewed more favorably.
