About this file
This document is a Bidder Questions & Answers file for Request for Proposal No. 2600000001280, issued by the State of Michigan for Families Together Building Solutions (FTBS) Services in Allegan and Barry Counties. The RFP addresses family preservation and reunification services, with detailed clarifications provided on client eligibility requirements, staff credentials, training mandates, and service delivery standards. Key service parameters include an expected average caseload size of six families per full-time worker and the requirement that special topic trainings in domestic violence, substance abuse, and mental health be completed within one year of hire. The proposal establishes specific organizational and staffing requirements, including guidelines on supervisor-to-worker ratios and permissible part-time staffing configurations, with clarification that supervisors can be designated at 0.5 FTE if they also oversee staff in other programs.
The document addresses critical budgeting and service delivery considerations, including clarification that specific assistance should average $100 per family and that bidders may adjust budgeted amounts for specific assistance and travel costs to align with their proposed staffing models and anticipated caseloads rather than adhering to a fixed $5,600 annual allocation suggesting 56 families served. Organizational charts submitted should focus on positions with direct allocation to the FTBS contract, including management roles in family preservation services. Reporting requirements have been standardized to utilize the Family Preservation Contractor Data and Information Exchange SharePoint system, replacing traditional monthly and quarterly cumulative summary reports. The RFP amendments clarify terminology changes, including updates to foster care reunification language and correction of position title errors, ensuring alignment with current program nomenclature and service availability across counties.
