This is a Bid Submittal Form for an indefinite quantity Job Order Contract (JOC) issued by Pinellas County, Florida, for construction services at the Palm Harbor Recreation Center. The county seeks a General Contractor to construct a 28,000 square foot recreation center that will function as both a community facility and hurricane shelter. The project is structured as a two-step qualification process with Step 1 bid submissions due November 11, 2025, and Step 2 submissions due November 20, 2025. A non-mandatory site visit and pre-bidder conference are scheduled for October 29, 2025, with bidder questions due by November 4, 2025. The contract term is set for 425 consecutive calendar days from the Notice to Proceed, with liquidated damages of $487.07 per calendar day for delays. Bidders must provide comprehensive qualification documentation, reference letters, organizational structure details, and evidence of bonding capacity.
Pricing for this indefinite quantity contract is structured through adjustment factors applied to a Construction Task Catalog with a net base value of 1.0000. Bidders must submit a single adjustment factor applicable to all unit prices, which will be evaluated using five weighted categories: Non-Secure Areas with Normal Working Hours (60%), Non-Secure Areas with Other Than Normal Working Hours (10%), Secure Areas with Normal Working Hours (10%), Secure Areas with Other Than Normal Working Hours (10%), and Non Pre-priced Tasks (10%). Specific constraints apply to the adjustment factors, including requirements that after-hours factors must be greater than or equal to normal-hours factors, secure area factors must exceed non-secure area factors, and non-pre-priced work factors must equal or exceed 1.0000. The county has established a 15% Small Business Enterprise participation goal for subcontractors and requires compliance with E-Verify requirements, specific insurance specifications, and various local and state regulations. No specific project budget has been publicly disclosed.
