About this file

This document is a Bid Submittal Form from the County of Pinellas, Florida for a Job Order Contract utilizing the Construction Task Catalog®. The solicitation is for an indefinite quantity contract where bidders will provide labor, equipment, and materials for various construction tasks. The bid evaluation will be based on Adjustment Factors applied to unit prices across five different work categories: Non-Secure Areas during Normal Working Hours (60% weight), Non-Secure Areas during Other than Normal Working Hours (10%), Secure Areas during Normal Working Hours (10%), Secure Areas during Other than Normal Working Hours (10%), and Non Pre-priced Tasks (10%).

The pricing mechanism requires bidders to submit a single Adjustment Factor to all unit prices in the Construction Task Catalog®, which can increase or decrease the base unit prices. Bidders must follow specific rules, such as ensuring that Other Than Normal Working Hours rates are greater than or equal to Normal Working Hours rates in both Secure and Non-Secure Areas. The County will use the submitted Adjustment Factors to calculate an Award Criteria Figure, which will determine the bid award. The contract allows for Job Order Price Proposals to be submitted for specific tasks using the established Adjustment Factors, with no guarantees of work distribution matching the weighted percentages.
