About this file

The document is a Bid Specification for the Village of Blissfield's 2025 Street Mill & Fill Project in Michigan, detailing street reconstruction requirements for multiple streets. The project involves milling existing pavement to an average depth of 3 1/2 inches (with a specific 1 1/2-inch milling depth for N. Monroe St.), applying a prime coat, and placing new bituminous pavement in two layers: a 2-inch base layer and a 1 1/2-inch cap layer. The work must be completed within 120 days from the Notice of Award, with contractors required to schedule an on-site visit with the Department of Public Works Supervisor to confirm measurements and quantities before submitting a bid.

The bid specifications mandate that contractors provide all necessary labor, equipment, traffic control, and materials, with all incidental items included in the unit price. The project requires the use of MDOT #5EL bituminous pavement containing either crushed limestone or crushed natural aggregate, and paving machines capable of completing streets in two passes with a 10-foot vibratory screed. Contractors must submit proof of property damage, liability, and workers' compensation insurance with their bid documents. The project involves cleaning and restoring the job site, salvaging or replacing drainage structure covers, and ensuring proper traffic control in accordance with MMUTCD standards.
