About this file

This bid specifications document details marketing services requested by the Iowa Department of Agriculture and Land Stewardship (IDALS) for the 2026 Conservation Cost-Share Marketing Campaigns under RFP Number 2026-008. IDALS seeks a qualified marketing partner to develop and execute a paid media campaign promoting state conservation cost-share programs across 22 Iowa counties (Audubon, Boone, Buena Vista, Calhoun, Carroll, Clay, Dallas, Dickinson, Emmet, Green, Guthrie, Hamilton, Hancock, Humboldt, Kossuth, Palo Alto, Pocahontas, Polk, Sac, Webster, Winnebago, and Wright). The campaign will operate in two phases: Phase One runs July 6 through August 12, 2026, focusing on cover crop cost-share enrollment, while Phase Two runs November 5 through December 11, 2026, emphasizing nutrient management programs. The campaign must include a mix of 30-second radio advertisements on farm and rural broadcast stations and digital advertising on news publication websites with retargeting strategies. The successful respondent must produce four radio spots (one male and one female voiceover per campaign phase), with IDALS providing scripts and final approval. The respondent must also manage digital ad placement, provide weekly and comprehensive performance reports tracking reach, impressions, and digital engagement, and monitor and optimize ad performance throughout both campaigns. All work must be completed and delivered by January 15, 2027, with a penalty of 1 percent per calendar day for any delays beyond that date.

The combined budget for both campaigns is $19,000 to $21,000, with production costs for radio spots included in the cost proposal. The contract payment terms follow Iowa Code 8A.514, with Net 60 days as the standard payment period; respondents may propose early payment discounts for payment within 15 or 30 days under FOB Destination Freight Prepaid terms. Respondents must demonstrate extensive experience in agriculture and crop-related branding and marketing within Iowa and must address each mandatory and technical specification in their proposals. Technical specifications require submission of previous campaign examples including past radio spots, digital advertising placements, and performance reports, along with a proposed strategy narrative explaining efficiencies between the two campaigns and resource allocation methods. Respondents must also identify primary personnel and their professional credentials who will execute the campaign. The resulting contract may be made available to political subdivisions including cities, counties, and schools under cooperative-purchasing provisions. Respondent certifications regarding bid qualifications, debarment status, terminations, and litigation history are required, along with authorization for information release and submission of Form 22.
