About this file

Summary

This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County, Florida's Neighborhood Enterprise Division at 28 N. Jamaica Street in Pensacola. The project encompasses comprehensive kitchen and bathroom renovations, plumbing services, flooring installation, roofing, HVAC components, and electrical work. Specific materials and appliances are detailed, including a GE range and cooktop, Whirlpool refrigerator, Delta faucets, American Standard bathroom fixtures, Shaw LVP flooring and carpet, A.O. Smith water heater, CertainTeed roofing materials, and Energy Star-approved electrical appliances with LED bulbs. The scope also specifies installation standards, such as new braided supply lines for plumbing, laminate countertops with 4-inch backsplash, plywood or better cabinetry with solid hardwood fronts, and comprehensive finishing requirements for drywall, trim, and paint work. A mandatory pre-bid walkthrough is scheduled for April 14, 2026, at 9:00 AM at the project site, with a question deadline of April 21, 2026, at 1:00 PM and a bid submission deadline of April 22, 2026, at 1:00 PM. Contractor selection is scheduled for April 23, 2026, and the project must be completed within 60 days of the start date.

Bids must be submitted electronically through the OpenGov portal only and must include itemized pricing for each line item covering labor, overhead, permits, insurance, and profit. Eligible bidders must be licensed, insured general contractors in good standing with Escambia County, with new county contractors required to submit a letter of insurability. Payment terms are structured based on project value: projects under $15,000 are paid as a lump sum upon completion, while projects over $15,000 receive a 40 percent draw upon 50 percent completion confirmation and a substantial completion draw thereafter, with final payment contingent upon inspection sign-offs and homeowner acceptance. Projects valued at $25,000 or higher require 100 percent Performance and Payment Bonds. Contractors must maintain Commercial General Liability coverage of $1,000,000 with Escambia County listed as an additional insured. Liquidated damages of $150 per day are assessed for work extending beyond the 60-day completion deadline. The county reserves the right to award line items individually for emergency services limited to roofing and septic or sewer work, and the contract will be awarded to the lowest and most responsible bidder in accordance with Florida law.
