About this file
This is a Bid Scope Materials List for a residential rehabilitation project issued by Escambia County, Florida's Neighborhood Enterprise Division under the State Housing Initiatives Partnership (SHIP) program for 28 Archer Avenue. The scope specifies detailed product requirements across kitchen, bathroom, flooring, mechanical, electrical, and structural categories, including branded items such as Delta faucets, GE appliances, Whirlpool refrigerator, American Standard bathroom fixtures, Shaw flooring, Hunter ceiling fan, Broan ventilation units, and CertainTeed roofing materials. The project includes mandatory work on plumbing fixtures with new braided supply lines and shutoff valves, drywall repairs with complete finishing (tape, mud, texture, and paint), electrical repairs, and optional flooring replacement with luxury vinyl plank. A mandatory pre-bid meeting is scheduled for March 31, 2026, at 10:00 AM at the project site, with questions due by April 8, 2026, at 1:00 PM and bids due by April 9, 2026, at 1:00 PM through the OpenGov portal only. Contractor selection is anticipated for April 10, 2026, and all bids must remain valid for 180 days from submission.
Pricing must be submitted as a lump sum with firm unit pricing itemized by line item, including all labor, overhead, permits, insurance, and profit. The contract specifies that contractors may use like, similar, or equal valued products as approved alternatives to the specified materials. Payment is structured as 100% upon completion for projects under $15,000; for projects exceeding $15,000, contractors receive a 40% draw upon NED confirmation of 50% work completion, a substantial completion draw of 150% minus uncompleted line-item costs within 20 business days, and final payment upon satisfaction of completion, inspections, homeowner acceptance, and warranty provisions. All work must comply with Escambia County Building Code with a mandatory 60-day completion timeline and liquidated damages assessed at $150 per day for delays. Eligible contractors must be licensed, insured, and in good standing with the County; projects valued at $25,000 or higher require 100% Performance and Payment Bonds. Required qualifications include state contractor licenses, county competency and business licenses, current Worker's Compensation and Commercial General Liability coverage of at least $1,000,000, EPA RRP certification, verification of non-debarred status through sam.gov, E-Verify enrollment, and drug-free workplace certification. No set-asides or incumbent vendors are identified.
