About this file
This is a Bid Scope Materials List for a residential rehabilitation project at 703 Montclair Road in Escambia County, Florida. The scope encompasses a comprehensive kitchen and bathroom renovation, including specific appliance models such as a GE range and cooktop, Whirlpool refrigerator, Delta faucets and fixtures, American Standard toilet, and various lighting fixtures from Hampton Bay and Commercial Electric. The project also specifies materials for flooring (Shaw LVP and carpet), roofing (CertainTeed Landmark), ceiling fans, hot water heater, and windows with HVAC requirements. Licensed and insured general contractors in good standing with Escambia County are eligible to bid, with new county contractors required to submit a letter of insurability. The county may award line items separately for emergency items limited to roofing and septic/sewer services. Bids must be submitted through OPENGOV only.
The scope includes detailed specifications regarding installation standards, requiring contractors to use braided supply lines for plumbing fixtures, properly finish trim with putty, caulk, and paint, and tape, mud, texture, and paint drywall repairs. Countertops must be square-edged laminate with a four-inch backsplash, and cabinetry must be constructed of half-inch plywood or better with solid hardwood fronts and frames. All electrical appliances must be EnergyStar approved with LED bulbs. The contractor is responsible for moving furniture while protecting all surfaces and property from damage. The contract allows for substitution of like, similar, or equal valued products when specified items are unavailable.
