The scope encompasses comprehensive home improvements including kitchen fixtures (Delta faucet, GE range and cooktop, GE microwave and hood vent, and Whirlpool refrigerator), bathroom fixtures (Delta and American Standard faucets, American Standard toilet, and Sterling tub surround), flooring (Shaw luxury vinyl plank and carpet with pad), HVAC systems, roofing materials (CertainTeed Landmark), windows, lighting fixtures (Hampton Bay and Commercial Electric), a 50-gallon A.O. The mandatory pre-quote meeting is scheduled for February 25, 2026, at 11:00 AM on-site, with questions due by March 4, 2026, at 1:00 PM, and quotes due March 5, 2026, by 1:00 PM through the OpenGov Procurement portal. The project must be completed within 60 days from notice to proceed.

The bid scope establishes specific installation standards requiring new braided supply lines for plumbing fixtures, proper finishing for trim work including putty, caulk, and paint, complete drywall finishing with tape, mud, texture, and paint, square-edged laminate countertops with 4-inch backsplash, and cabinetry constructed from plywood or better with solid hardwood fronts and no particle board. Eligible bidders must be licensed, insured, and in good standing with Escambia County, possess EPA RRP Renovator certification, and maintain $1,000,000 Commercial General Liability insurance naming Escambia County as certificate holder. Projects valued at $25,000 or higher require 100% Performance and Payment Bonds. Pricing is structured as lump sum payment at project completion for bids under $15,000, with 40% draw available for bids exceeding $15,000 once 50% work completion is confirmed. Liquidated damages are assessed at $150.00 per day for schedule delays, and Escambia County reserves the right to award emergency line items for roofing and septic/sewer services separately.
