About this file
This is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, administered by the Northeast Florida Economic Development (NED) organization for the property located at 3700 W Jackson Street. The scope of work encompasses comprehensive home rehabilitation including installation of specified kitchen appliances (Delta sink faucet, GE range, cooktop, microwave, and hood vent; Whirlpool refrigerator), bathroom fixtures (Delta faucets, American Standard toilet and tub, Sterling tub surround, Aquatic shower), flooring materials (Shaw LVP and carpet), HVAC components, plumbing and electrical systems, roofing (CertainTeed Landmark), gutters, windows, lighting fixtures (Hampton Bay and Commercial Electric), and a 50-gallon A.O. Smith water heater. Licensed, insured, and county-approved general contractors are eligible to bid, with new county contractors required to submit a letter of insurability. The county may award line items separately for emergency roofing and septic/sewer services only.
The scope requires contractors to adhere to specific installation standards including use of new braided supply lines for plumbing, square-edged laminate countertops with four-inch backsplash, plywood or better cabinetry with solid hardwood fronts and frames, and proper finishing techniques for trim, drywall, and electrical work. All electrical appliances must be ENERGY STAR approved with LED bulbs, and contractors are obligated to use like, similar, or equal valued products where substitutions are necessary. Contractors bear responsibility for moving furniture while protecting all surfaces, furniture, decorations, and homeowner property from damage. Bids must be submitted through OPENGOV only. Contact information for questions is provided through Scott Sanchez at NED (850-595-0827, jssanchez@myescambia.com).
