About this file

This is a Bid Scope Materials List for a residential rehabilitation project managed by Escambia County's Neighborhood Enterprise Division (NED) in Pensacola, Florida, funded through the State Housing Initiatives Partnership (SHIP) Housing Repair Program. The project scope encompasses comprehensive home improvements at 8207 N Palafox St, including installation of specific kitchen appliances (GE range, cooktop, microwave, and refrigerator; Delta faucet and aluminum double-bowl sink), bathroom fixtures (Delta faucets, American Standard toilet and tub, Sterling tub surround, and Aquatic shower), plumbing components with braided supply lines, electrical work with drywall repairs, HVAC systems, roofing by CertainTeed with aluminum guttering, Shaw flooring (LVP and carpet), lighting fixtures by Hampton Bay and Commercial Electric, a 50-gallon A.O. Smith water heater, Hunter ceiling fan, and EnergyStar approved LED bulbs. Mandatory pre-quote site walk-throughs are scheduled for November 4, 2025, at 10:00 am, with electronic quotes due through the OpenGov Procurement portal by November 12, 2025, at 1:00 pm. The project completion timeline is 60 days with potential liquidated damages of $150 per day for delays.

Pricing terms require unit costs for standard line items and optional work, with the county reserving the right to award line items individually, particularly for emergency services limited to roofing and septic/sewer repairs. All electrical appliances must be EnergyStar approved with LED bulbs, and contractors are obligated to use like, similar, or equal valued products. Eligible bidders must be licensed general contractors in good standing with Escambia County; new contractors must submit a letter of insurability. Required supporting documentation includes Sunbiz registration, W-9, and proof of current licensure. A 100% Performance and Payment Bond is mandatory for projects valued at $25,000 or higher. Contractors must comply with E-Verify requirements, maintain a drug-free workplace, adhere to ethical guidelines, and protect all surfaces and homeowner property from damage. Evaluation criteria prioritize the lowest, most responsive, and most responsible bidder. Interested contractors should contact Scott Sanchez at NED for additional information at 850-595-0827 or jssanchez@myescambia.com.
