About this file

This is a Bid Scope Materials List for a residential rehabilitation project in Escambia County, Florida, specifically for 703 Montclair Road. The project encompasses comprehensive home improvements including kitchen appliances (sink, faucet, range, cooktop, microwave, hood vent, and refrigerator), bathroom fixtures (vanity sink, faucets, tub, shower, toilet, and fan), flooring materials (luxury vinyl plank and carpet), HVAC systems, roofing, gutters, windows, lighting fixtures, and a water heater. The scope specifies exact product models and brands for each item, ensuring standardization across the project. Detailed specifications are provided for installation methods, including requirements for braided supply lines on plumbing fixtures, proper finishing techniques for trim and drywall, and cabinet construction standards utilizing plywood or better materials with solid hardwood fronts and no particle board. Licensed and insured general contractors in good standing with Escambia County are eligible to bid, with new contractors required to submit a letter of insurability.

The contractor is responsible for protecting all surfaces and property from damage, moving furniture, and ensuring all electrical appliances meet EnergyStar standards with LED bulbs. The contract permits line-item awards for emergency services limited to roofing and septic/sewer work. Contractors may substitute products with like, similar, or equal valued alternatives. All bids must be submitted through OPENGOV, and interested parties should contact Scott Sanchez at the Neighborhood Empowerment Division (NED) at 850-595-0827 or jssanchez@myescambia.com for additional information regarding specifications, timeline, and award procedures.
