About this file
This is a Bid Scope Materials List for a residential rehabilitation project located at 913 Lucerne Ave in Escambia County, Florida, administered by the Community Redevelopment Agency (CRA). The scope encompasses comprehensive home improvements including kitchen appliances (sink, faucet, range, cooktop, microwave hood vent, and refrigerator), bathroom fixtures (vanity sink, faucet, tub, shower, toilet, and fan), flooring materials (luxury vinyl plank and carpet), a 50-gallon water heater, ceiling fans, lighting fixtures, roofing materials, gutters, and windows with HVAC systems. The project requires adherence to specific construction standards including the use of braided supply lines for plumbing, proper finishing techniques for trim and drywall, square-edged laminate countertops with 4-inch backsplashes, and cabinetry constructed of half-inch plywood or better with solid hardwood fronts. All electrical appliances must be Energy Star approved with LED bulbs, and contractors are responsible for protecting all surfaces and property from damage during the renovation process.
General Contractors must be licensed, insured, and in good standing with Escambia County to be eligible for bidding. New contractors are required to submit a letter of insurability demonstrating compliance with insurance requirements. The County reserves the right to award line items individually for emergency services limited to roofing and septic or sewer work. All bids must be submitted through the OPENGOV platform, and Scott Sanchez, NED, serves as the primary contact for inquiries at 850-595-0827 or jssanchez@myescambia.com. Contractors are obligated to use like, similar, or equally valued products as substitutes for specified materials, and moving furniture remains the contractor's responsibility while protecting homeowner contents.
