About this file
This is a Bid Schedule for Collier County, Florida's Wiggins and Doctors Pass Dredge 2026 project, a grant-funded maintenance dredging initiative (ITB 26-8661). The project encompasses hydraulic dredging operations at two separate locations: Wiggins Pass, involving dredging and beach disposal of approximately 81,200 cubic yards of sand, and Doctors Pass, involving dredging and beach disposal of approximately 34,400 cubic yards of sand. Bid Schedule A details eight line items for Wiggins Pass, including mobilization and demobilization, dredging with beach disposal, installation of 15 navigational channel markers and 1 manatee marker, environmental control with turbidity testing, construction surveys, final tilling and grading, debris removal, and restoration of construction access. Bid Schedule B details eight comparable line items for Doctors Pass, with 34,400 cubic yards of dredging material and temporary removal and reinstallation of 5 navigational channel markers. Sealed bids were due March 30, 2026, at 3:00 p.m. local time. The selected contractor must commence work within five calendar days of receiving the Notice to Proceed (estimated April 24, 2026) and achieve substantial completion within 90 calendar days, with final completion required within 120 days total. Liquidated damages are assessed at $2,667.00 per calendar day for failure to meet the substantial completion deadline.
The budget schedule includes owner allowances of $171,025.00 for Wiggins Pass and $75,900.00 for Doctors Pass to address unforeseen conditions, with additional expenditures requiring change orders supported by proper documentation of time and materials. The County will provide navigational channel markers for Wiggins Pass, while the contractor must provide manatee marker materials for Wiggins Pass and handle temporary removal and reinstallation of markers at Doctors Pass. All dredged material must be beach-compatible sand meeting Florida Department of Environmental Protection specifications, with strict compliance required regarding particle size (sand placed on beaches must not exceed 5 percent particles greater than 0.5 inches in diameter). The anticipated project budget is $2,800,000.00, with the contract awarded to the lowest responsive and responsible bidder. The project is subject to federal oversight and compliance requirements under FEMA Public Assistance, including adherence to 2 CFR Part 200 and prevailing wage standards. Work hours are limited to 7:00 a.m. to 7:00 p.m., Monday through Friday, unless otherwise specified. Bidders must submit bid bonds equal to five percent of the total bid amount and, upon award, performance and payment bonds equal to 100 percent of the contract award amount.
