About this file

This is a bid schedule for Collier County, Florida's Wiggins and Doctors Pass Dredge 2026 project (ITB 26-8661), a grant-funded maintenance dredging initiative. The project encompasses hydraulic dredging operations at two separate locations: Wiggins Pass, involving dredging and beach disposal of approximately 81,200 cubic yards of sand, and Doctors Pass, involving dredging and beach disposal of approximately 34,400 cubic yards of sand. Wiggins Pass work includes mobilization and demobilization, channel dredging with beach disposal, installation of 15 navigational channel markers and 1 manatee marker, environmental controls including turbidity testing, pre-, post-, and interim construction surveys, final tilling and grading, debris removal from one 20-cubic-yard container, and restoration of construction access. Doctors Pass work includes similar components with 34,400 cubic yards of dredging in the settling basin, turning basin, and west channel, temporary removal and reinstallation of 5 navigational channel markers, interim and post-construction surveys only, and the same environmental and site restoration requirements. Sealed bids are due March 30, 2026, at 3:00 p.m. local time through the county's online procurement portal. The selected contractor must commence work within five calendar days of receiving the Notice to Proceed (estimated April 24, 2026) and achieve substantial completion within 90 calendar days from commencement, with final completion required within 120 days total; liquidated damages of $2,667.00 per calendar day apply for failure to meet the substantial completion deadline.

The bid schedule includes owner allowances of $171,025.00 for Wiggins Pass maintenance dredging and $75,900.00 for Doctors Pass maintenance dredging, designated for the owner's use as directed to accomplish work due to unforeseen conditions. These allowances are not guaranteed payments and will be expended only through change orders with proper time and materials documentation. The anticipated project budget is $2,800,000.00. Key specifications include measures to ensure beach-compatible sand placement with no more than 5 percent material exceeding 0.5 inches in diameter, achieved through screening boxes, raking, or other contractor-determined methods. The County will provide navigational channel markers for Wiggins Pass, while the contractor must provide manatee marker materials. Dredged material quantities are estimated, with final quantities determined by pre-construction survey results. The project is subject to federal oversight under FEMA Public Assistance and requires compliance with 2 CFR Part 200, prevailing wage standards, Department of Environmental Protection monitoring standards, and all applicable permit requirements including marine turtle and shorebird protection protocols.
