About this file

This is a bid schedule for Collier County, Florida's Wiggins and Doctors Pass Dredge 2026 project (ITB 26-8661), a grant-funded maintenance dredging initiative. The project encompasses two separate dredging locations: Wiggins Pass, requiring approximately 81,200 cubic yards of dredged material with beach disposal, and Doctors Pass, requiring approximately 34,400 cubic yards of dredged material with beach disposal. Associated work items for both locations include mobilization and demobilization, navigational channel marker installation and removal/reinstallation, environmental controls with turbidity testing, construction surveys, final tilling and grading, debris removal, and restoration of construction access. Sealed bids were due March 30, 2026, at 3:00 p.m. local time through the county's online procurement portal. The selected contractor must commence work within five calendar days of receiving the Notice to Proceed (estimated April 24, 2026) and achieve substantial completion within 90 calendar days from commencement, with final completion required within 120 calendar days total. Liquidated damages are assessed at $2,667.00 per calendar day for failure to meet the substantial completion deadline.

The bid schedule includes owner allowances of $171,025.00 for Wiggins Pass and $75,900.00 for Doctors Pass to address unforeseen conditions, with additional expenditures requiring change orders supported by documentation of time and materials. The anticipated total project budget is $2,800,000.00. All dredged material must be beach-compatible sand meeting Florida Department of Environmental Protection specifications, with contractors responsible for screening and raking to ensure sand particles greater than 0.5 inches do not exceed 5 percent. The County will provide navigational channel markers for Wiggins Pass, while contractors must provide manatee marker materials for that location; at Doctors Pass, contractors are responsible for temporary removal and reinstallation of existing navigational channel markers. Successful bidders must submit certified bid bonds equal to five percent of the total bid amount, performance and payment bonds equal to 100 percent of the contract award amount, and maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability ($1,000,000 single limit per occurrence), Watercraft ($1,000,000 per occurrence), and Pollution ($1,000,000 per occurrence) liability. The project is subject to federal oversight under FEMA Public Assistance, compliance with 2 CFR Part 200, and prevailing wage standards.
