Bid S-58100-00017037: Early Literacy Provider List RFQ Summary

This is a Request for Qualifications (RFQ) issued by the Oregon Department of Education to establish lists of approved providers for Early Literacy Professional Learning, Coaching, and High-Dosage Tutoring services. The RFQ was issued on May 28, 2026, with a closing date of July 31, 2026, at 5:00 PM Pacific Time. A pre-submittal conference is scheduled for June 10, 2026, at 3:00 PM PT, and questions must be submitted by June 24, 2026. The approved provider lists will be published on January 15, 2027, and updated every two years thereafter. Eligible applicants include educational consultants, non-profit organizations, professional organizations, and universities, though Education Service Districts and SBE-adopted ELA curriculum publishers are excluded. Respondents must complete Attachment A (Professional Learning and Coaching Workbook) and/or Attachment B (High-Dosage Tutoring Workbook), submit these via a Smartsheet form with supporting evidence links, and provide a signed Responder Information and Certification Sheet. The services target grades Pre-K through 5th grade and support the Early Literacy Success Initiative established by HB 3198 and OAR 581-017-0811.

The RFQ does not result in a direct contract between ODE and selected providers; rather, it creates approved provider lists from which school districts and charter schools receiving Early Literacy Success School District Grants may contract for services. Responses will be evaluated by an Evaluation Committee using a scoring rubric with ratings from 0 (No Evidence) to 3 (Strong Evidence), and submissions must meet all screening requirements and achieve a minimum overall score to be approved. Previously approved providers from the 2025 lists must resubmit complete RFQ components to remain eligible, as qualifications have been updated. No pricing is involved in this RFQ, as it is a qualifications-based listing rather than a procurement of services. Funding for Early Literacy Success School District Grants derives from HB 3198, which established the Early Literacy Success Initiative. This RFQ does not obligate ODE to procure services or commit to any specific expenditure amounts, and all responses become property of the Agency subject to Oregon Public Records Law.

SECTION 1: GENERAL INFORMATION

1.1 INTRODUCTION

The State of Oregon, acting by and through the Oregon Department of Education, (ODE), is issuing this Request for Qualification (RFQ) to solicit information from interested providers of Early Literacy Professional Learning, Coaching and High-Dosage Tutoring.

Selected providers will be included on lists developed by the Oregon Department of Education (Agency) to be released to school districts. The published lists will be released on January 15, 2027, and will be published once every two years thereafter.

According to OAR 581-017-0811, ODE is required to develop lists of state-approved providers for Early Literacy Professional Learning, Coaching and High-Dosage Tutoring for the Early Literacy Success School District Grants, should grant recipients choose to use external providers.

OAR 581-017-0811 requires ODE to develop:

• Qualifications for tutors and criteria for high-dosage tutoring programs

• Qualifications for professional learning and coaching providers

• A list of approved providers that grant recipients may contract with for

Professional Learning and coaching related to early literacy

• A list of approved providers that grant recipients may contract to provide high-dosage tutoring related to early literacy.

Responses to this RFQ will assist in evaluating materials submitted by providers to determine if providers meet the requirements to be included on the ODE-Approved Provider Lists for Early Literacy Professional Learning Coaching and High-Dosage Tutoring.

This is not a request for proposals (RFP), and it is not a supplier prequalification within the meaning of OAR 125-247-0550(1).

Any contracts for services will be executed between the school districts and the selected Provider based on the lists of qualified providers developed and released by the Agency at least every two years to all school districts.

This RFQ will not, in itself, result in any kind of contract, nor will it obligate ODE or any grant recipient of the Early Literacy Success School District Grants to procure goods or services of any kind or from any particular Respondent. Publication of this RFQ allows entities the opportunity to provide information to ODE.

2.3 BACKGROUND AND PURPOSE

Background

In August of 2023, through the leadership of Governor Kotek, the Oregon Legislature established early literacy as a top priority by creating the Early Literacy Success Initiative, or HB 3198. The initiative established four grant programs, three of which are under ODE’s purview: the Early Literacy Success School District Grants, Community Grants, and Tribal Grants. This RFQ pertains to the Early Literacy Success School District Grants.

The statute establishes five allowable uses for the school district grants: (this RFQ refers specifically to the bolded allowable uses).

• Professional Learning & Coaching

• Adoption and Implementation of Curriculum

• High-Dosage Tutoring

• Extended Learning

• Hiring of Literacy Specialists, Coaches, and Interventionists

The statute lists various requirements for each, which are further defined or specified in rule.
