About this file
This document contains questions received and the corresponding responses from Mt. Wachusett Community College (MWCC) regarding the Injection Molding & Extrusion Training and Machine Simulation procurement (Bid Number: BD-16-1072-1072C-1072L-00000007046). The procurement is for a training program covering injection molding and extrusion processes. The college prefers an on-site, computer-based training format rather than an online delivery model, citing the grant-funded nature of the procurement and the desire to own the training content.
The document also mentions a separate procurement (Bid Number: BD-16-1072-1072C-1072L-00000006975) related to a National Workforce Diversity Pipeline Evaluator, which appears to be unrelated to the current procurement. No other details are provided about the pricing, set-asides, incumbents, funding sources, or contract term for the Injection Molding & Extrusion Training and Machine Simulation procurement.

Questions received and MWCC response for Plastics Curriculum Procurement:
Bid Number: BD-16-1072-1072C-1072L-00000007046 Description: Injection Molding & Extrusion Training and Machine Simulation
INQUIRY #1 RECEIVED 2/10/16:
We are in receipt of the Bid Request BD-16-1072-1072C-1072L-00000007046 from Mt. Wachusett Community College and have won this bid in the past. I am surprised that the college would want this type of format [computer based training] as many companies and training institutions now prefer online delivery since it can be accessed anywhere on the internet, you would not be limited to just 15 seats, and accessible by using iPads and smartphones. Additionally, its quite easy for our company to setup a dedicated MWCC portal that could easily be administered. You would have complete control of access, generate reports and easily customize.
Additionally, substantially more courses and content are offered over the internet than what is currently listed in your bid. You should also have more content related specifically to related to Scientific Molding that actually show step-by-step how to develop this type of process. There is a HUGE demand for this.
I did notice the DECOUPLED Molding courses yet the courses specified will not go anywhere near the depth that companies surrounding the college require in order to compete in today’s global market.
Please share your thoughts on above and should the college not wish to deliver online training we are confident that our bid will exceed the current bid specification.
In the event that you consider online, please just give us an idea of how many students per year and how many years that the college would like access [including updates]. Typically, we have seen 1, 3 and 5 year terms.
Attached you will find testimonial letters from Nypro, U Mass Lowell and Tennessee College. Note Tennessee college has used both platforms [CD and online] of our competitor.
MWCC RESPONSE:
The primary reason for not seeking an on-line version of training is the grant-funded nature of the procurement. MWCC opted to seek purchase outright so the college would own the content and not need licenses to deliver training in a variety of formats and durations.
INQUIRY # 2 RECEIVED 2/10/16:
We have two questions re: the above bid:
1. How has the scope of the evaluation changed in light of the 50% reduction in funding?
2. Since the new total budget amount will require prioritizing certain activities above others, could you please share MWCC's evaluation priorities, especially for the process evaluation?
MWCC RESPONSE: These questions are apparently misdirected and have been sent to the appropriate bid. (Bid Number: BD-16-1072-1072C-1072L-00000006975 Description: National Workforce Diversity Pipeline Evaluator)
