About this file

This document is a question and answer document related to RFP #40DHHS-S2471 issued by the Nevada Department of Health and Human Services (DHCFP) for procurement assistance support services. The RFP seeks assistance with the development and drafting of an upcoming managed care organization (MCO) request for proposals, including facilitation of stakeholder workshops and feedback sessions as well as technical assistance around topics such as behavioral health solutions. The DHCFP expects the awarded contract to run through the implementation and go-live of the new MCO contracts, which are anticipated to include 3-4 MCO vendors for urban areas and a minimum of 2 vendors for rural/frontier Nevada, with a target start date of January 1, 2026.

The DHCFP has set a not-to-exceed budget of $3,897,857 for this procurement assistance support contract. The scope of work is focused on the MCO RFP development and implementation process, with the DHCFP's external quality review organization (EQRO) responsible for conducting the MCO readiness reviews. The DHCFP also clarified that the Nevada Purchasing Department will handle the award, negotiation, and execution of the actual MCO contracts.

Most of Section 3. Scope of Work discusses MCO RFP activities and staffing requirements.

The division will expect coordination on implementation efforts through go-live; however, our EQRO will be responsible for readiness reviews. Nevada Purchasing Department will be responsible for all contract award, negotiations, and execution processes for MCO contracts.
