About this file
This is a bid pricing form for Invitation to Bid (ITB) #RTSX-270001-DS issued by the City of Gainesville's Regional Transit System (RTS) for the procurement of gasoline and diesel fuel. The solicitation covers a five-year contract term effective October 1, 2026, through September 30, 2031, with pricing submissions required for 87 Octane Unleaded Gasoline and #2 Red Dyed Ultra-Low Sulfur Diesel fuel. The form requires bidders to submit pricing for fuel supplied from two terminal locations—Jacksonville and Tampa—across five contract years, with separate line items for each fuel type, terminal location, and contract year. Bidders must specify their markup (either PLUS or MINUS) on the OPIS Gross Contract Low price per gallon, with the restriction that $0.00 markup is not permitted on the OPIS Gross Contract Low itself. The total bid price for each year is calculated by summing the OPIS Gross Contract Low plus the applicable transportation charge for both Jacksonville and Tampa terminals. Based on historical consumption data, RTS anticipates requiring approximately 1 million gallons of diesel fuel and 65,000 gallons of unleaded gasoline annually, though no minimum purchase quantity is guaranteed.
Pricing will be determined using the OPIS (Oil Price Information Service) Gross Contract Low price per gallon with bidder-submitted markups applied for each fuel type and delivery terminal location. All applicable federal, state, and local taxes will be added after the base price is established, and payment will be made by electronic fund transfer with net forty-five-day payment terms in accordance with Florida's Local Government Prompt Payment Act. Colonial Oil Industries has been identified as the incumbent fuel supplier. The contract is partially funded by the Federal Transit Administration, requiring compliance with all applicable FTA terms, conditions, and civil rights requirements. Qualified contractors must maintain appropriate licenses and insurance, including public liability insurance of $1,000,000 per occurrence and automobile liability insurance of $500,000 per occurrence, and must provide evidence of financial stability and at least three business references from current or recent customers.
