About this file

The document is a comprehensive bid packet for the City of Bossier City, Louisiana, soliciting bids for the Conversion of Alternative Fuel Stations (Bid #P25-06). The project involves converting two existing alternative fuel stations located at 2250 East Texas Street and 4520 Barksdale Boulevard from E85 and CNG fuels to regular unleaded gasoline and diesel, including the installation of an above-ground diesel tank. Sealed bids will be received until 2:30 p.m. on August 12, 2025, with a public bid opening at 3:00 p.m. in the Council Chambers. A mandatory pre-bid meeting is scheduled for July 17, 2025, at 10:00 A.M. at the Bossier City Engineering Conference Room, and bidders must attend to be eligible to submit a proposal. The project has a completion timeline of 215 calendar days, with liquidated damages of $500 per day for delays.

The bid requires contractors to be licensed in Louisiana for Municipal and Public Works Construction, with specific qualifications for handling hazardous waste and underground storage tanks. Bidders must submit a bid bond or certified check for 5% of the total bid amount, and the successful contractor will be required to provide performance and payment bonds equal to 100% of the contract price, plus a 10% maintenance bond. The project involves comprehensive work including demolition of existing CNG equipment, tank removal, installation of new diesel tanks and dispensers, updating fuel management software, and site restoration. Contractors must comply with OSHA, EPA, and local environmental regulations, implement safety plans, and provide spill prevention and emergency response protocols. The bid emphasizes the need for experienced contractors with at least three similar fuel system conversions in the past five years.
