HVAC Upgrades - Calhoun ISD Administration Building

This is a bid package and project manual for HVAC system upgrades at Calhoun ISD Administration Building located at 17111 G-Drive North, Marshall, Michigan 49068. The project scope includes installation of a new hot water heating boiler, pumps, piping, and associated equipment to create a complete hot water heating system with variable air volume terminal units and reheat capabilities for the entire building. Additionally, existing runout ductwork in poor condition will be replaced, and two existing rooftop electric multizone air conditioning units will be modified to integrate with the new hot water system. The mechanical contractor will serve as the prime contractor for the entire project and must carry subcontracts for electrical and general trades work as needed. A mandatory pre-bid meeting is scheduled for Tuesday, June 9, 2026 at 9:30 AM at the Administration Building. Sealed bids are due no later than 2:00 PM local time on Thursday, June 18, 2026, addressed to Kori Rafferty at the Administration Building. Bid readings will occur at approximately 2:05 PM on June 18, 2026. The project must commence on or after July 1, 2026 and be completed, operational, and fully commissioned prior to August 22, 2026. The building will remain partially occupied during construction, requiring contractors to coordinate with the owner and limit work to approximately one-third of office areas at a time.

The contract will be awarded on a stipulated sum (fixed price) basis with bid irrevocability for thirty days from the submission date. Prevailing wage labor rates complying with the Federal Davis-Bacon Act are required. Performance, labor, and material bonds equal to 100 percent of the bid sum must be included in the bid amount, along with a 5 percent bid bond. The owner has pre-purchased and will contract directly for the new boiler, system pumps, expansion tank, air separator, automatic air vent, test and balance services, and Building Management System upgrades; contractors should not include use tax for these owner-provided items. Payment will be made in progress applications with 10 percent retainage withheld until project completion. The contractor must provide one-year warranty on workmanship and labor starting from the Certificate of Substantial Completion. All work must comply with 2021 Michigan Mechanical Code, 2023 Michigan Electrical Code, ASHRAE 90.1-2019, NFPA standards, and applicable local codes. Contractors are responsible for obtaining all necessary permits and fees.
