Bid Notice - Wastewater System Flow Monitoring Services

This bid notice solicits proposals from qualified contractors for wastewater system flow monitoring services to be provided to a California municipality. The project scope encompasses the furnishing and installation of up to 50 flow monitors in manholes throughout the city's wastewater collection system, with approximately 42 locations predetermined based on sites used in the previous 2014/15 flow monitoring project and up to eight additional preferred manhole locations requiring pre-inspection. The flow monitoring and data collection phase is expected to span approximately four months during winter and spring 2027, with the entire project duration, including data analysis and all deliverables, lasting approximately one year. The project requires coordination with a Wastewater Master Plan consultant to be hired by the end of 2027 for data transfer and response to technical inquiries. The contractor will be responsible for capturing both wet and dry weather flows, which are critical for operational planning, the Wastewater Master Plan, and future utility planning to support the city's expanded General Plan Update.

The contractor must furnish all materials, equipment, tools, labor, and incidentals required by the contract documents and is responsible for all quality control testing to verify compliance with contract specifications. The contractor's work will not replace or limit the city's right to conduct independent quality assurance, acceptance, or independent assurance testing. All work must be completed within existing city public right of way and property, with coordination required between the city and contractor prior to construction commencement. While specific pricing terms, bonding requirements, insurance specifications, small business set-asides, incumbent contractor information, bid due dates, site visit requirements, and bidders' conference details are referenced as contained in the attached bid notice file, these details are not fully enumerated in the provided documentation summary.

1.2. Background

A selection committee will evaluate all submittals; however, the Request for Proposals / Request for

Qualifications (RFP / RFQ) does not commit the City to award a subsequent Agreement for

Consultant Services, to pay for any costs incurred in preparation or presentation of the Proposals /

Statements of Qualifications, or to procure a contract for services. Following the selection committee’s evaluation of submittals, interviews may be conducted and your firm may be contacted to schedule an interview date. Afterwards, the City may select a consultant to proceed with this project. The selection considerations for evaluating the submitted documents are included in this

Request for Proposals / Request for Qualifications (RFP / RFQ).

This Request for Proposals / Request for Qualifications (RFP / RFQ) contains specific instructions and requirements for preparing and submitting a Proposals / Statements of Qualifications.

Due to scheduling, requests to meet with City staff to discuss this Request for Proposals / Request for Qualifications (RFP / RFQ) will not be considered.

The City was first incorporated in 1870 and operates as a Charter City. The City encompasses approximately 42 square miles in Stanislaus County and has approximately 225,000 wastewater customers. The wastewater system is comprised of approximately 680 miles of sewer pipes ranging from 6-in to 66-in diameter, 43 lift stations, and two treatment plants with primary treatment at

Sutter Campus and Secondary and Tertiary Treatment at Jennings Campus.

2. Scope of Design Services

The scope of services for this project shall include Wastewater System Flow Monitoring Services .

The scope also includes support for the work to be provided after it is awarded.

The scope of services for this project will include the installation of up to 50 flow monitors in manholes throughout the City’s wastewater collection system. Approximately 42 of these locations are predetermined and will utilize the same locations used in the previous 2014/15 flow monitoring project. Up to eight additional preferred manhole locations have been identified and will need to be inspected; these preferred manholes are provided ahead of time. This project is expected to commence as soon as possible after City Council approval of the consultant agreement. The flow monitoring/data collection phase is expected to last approximately four (4) months through the winter and spring of 2027. The entire project duration including data analysis and all deliverables is expected to last approximately one year and will require some coordination with a Wastewater Master Plan consultant to be hired by end of 2027 for transfer of data and response to questions on data. This project will capture wet and dry weather flows and is critical information for our operations, the Wastewater Master Plan, and future utility planning for City’s expanded General Plan Update.

A. The Consultant shall accurately and reliably monitor, collect, and retain flow data for use by the City’s Wastewater Master Plan Consultant and City Staff.

B. Flow monitoring data shall be collected continuously at a minimum of 5-minute intervals on a

24-hour, 7-day per week basis for the duration of the 4-month flow monitoring period. The consultant shall make all necessary arrangements to avoid any ‘lost data’ as a result of storage capabilities. The consultant shall review and analyze data as often as necessary to verify and ensure the equipment is working in accordance with the manufacture’s specifications, and meeting the City’s flow monitoring criteria.

C. Flow monitors are expected to be installed and operational to capture the typical to heavy winter and spring wet weather storm events anticipated for the Modesto area. This period is generally December through April, so it is essential that monitors be ready to operate for the winter/spring seasons. All accessories for flow monitor installation, data collection, and management shall be provided by the Consultant.

D. The depth of the flow shall be physically measured manually in the manhole and shall be recorded on the “Field Calibration Document” and compared against the depth measured by the installed flow monitoring equipment. The accuracy of this calibration shall be within ±5% for depth. Topside or street level measurements are unacceptable.

E. A velocity profile shall be taken using a portable velocity meter at multiple points in the pipe at the initial installation and an average velocity shall be recorded on the “Field Calibration

Document.” The average portable velocity recordings shall be compared to the velocity measured by the installed flow monitoring equipment. The accuracy of this calibration shall be within ±10% for velocity.

F. The consultant shall maintain an adequate supply (with back-order timing of 2 days or less) of sensors, monitors, spare parts, and other major hardware components for servicing any problem to the equipment. The consultant shall inform the City of any malfunctions and repair malfunction immediately.
