If the Authority and the Contractor are unable to reach an agreement, the Work described in the draft NTP shall not be performed by the Contractor and the Authority shall not pay for any Work described in the NTP.
(6). The Contractor shall not commence any Work or services until the Authority ACM provides written authorization, including an approved and signed NTP. Work may begin only after the Authority approves the NTP and the ACM issues written notice. No payment will be made for any Work performed under an unsigned or unapproved NTP, and the Authority will not pay for any Work completed before written approval by the ACM or the Authority Representative.
(7). If the Contractor fails to satisfactorily complete a deliverable according to the schedule set forth in an NTP, no payment will be made until the deliverable has been satisfactorily completed, and until such deliverable is completed, the Authority shall have the right to withdraw the NTP or require the Contractor to provide the Authority with daily or weekly updates on its progress toward completion.
