About this file
This Addendum #1 document pertains to Invitation for Bids (IFB) HSR26-30 Re-Bid #1 issued by the California High-Speed Rail Authority for a Pre-Demolition Hazardous Material Survey. The Authority seeks contractor services to perform a comprehensive pre-demolition hazardous materials survey that includes identification, sampling, analysis, classification, and documentation of hazardous materials such as friable and non-friable asbestos, asbestos-containing materials, lead-based paint, mold-contaminated materials, and other regulated substances. The addendum, dated October 9, 2026, amends Section F, Subsection (5).c of Exhibit A, the Scope of Work, to clarify contractor coordination requirements with the Authority's environmental staff and consultants. Bidders must register with Cal eProcure to download bid packages and are responsible for monitoring the website for addendums and updates. A kick-off meeting between the Authority's Contract Manager and the contractor must occur within one week after agreement execution, with safety training scheduled thereafter in-person at a location to be provided. Bidders must ensure all submitted documents reflect the amended Addendum 1 version, particularly any cost sheets or pages required with the bid package, or bids will be deemed nonresponsive.
The contractor shall obtain all necessary permits, licenses, certifications, and authorizations required by the City of Bakersfield, County of Kern, local Air Pollution Control District, and State of California, and must maintain professional certifications required under California Code of Regulations (Title 8 and Title 17) and California Health and Safety Code. All professional environmental and laboratory services must comply with applicable state and local regulations. The contractor is required to coordinate with the Authority's environmental staff to ensure completion of environmental clearances and regulatory submittals before survey work begins, comply with equipment cleanliness requirements, manage sampled materials properly, and adhere to approved procedures for hazardous materials handling and waste minimization. All reports must be submitted in accordance with Authority direction and regulatory requirements, with environmental documentation, laboratory reports, and hazardous materials inventories uploaded and maintained in EMMA per Authority environmental procedures. The contract will be governed by the State of California General Terms and Conditions (GTCs 02/2025) and Contractor Certification Clauses (CCC 04/2017).
