The RFQ was published on August 24, 2026, with Statement of Qualifications due by September 21, 2026, at 3:00 PM. Consultant notifications of selection are scheduled for October 8, 2026. 1. Introduction
The Water Forum is seeking qualified firms to provide a Statement of Qualification (SOQ) for on-call professional services. The Water Forum is administratively a department of the City of Sacramento and follows City policy and guidance for all legal, procurement, insurance, and contractual matters. Proposers to this Request for Qualifications (RFQ) must demonstrate experience and capacity to deliver the services offered, as well as sufficient understanding of Water Form needs and the ability to scope and deliver professional services in an as needed and timely manner. The on-call list will be used for the next five City Fiscal Years (October 2026 – June 2031).
The Water Forum is a collaborative partnership of water providers, environmental organizations, business leaders, local governments, and community stakeholders working together to balance the water needs of the Sacramento region and the lower American River. Established in 2000 through the landmark original agreement and affirmed through the recently updated Water Forum 2050 Agreement, the Water Forum brings together diverse interests to pursue two coequal goals: providing a reliable and safe water supply for the region’s economy and preserving the fishery, wildlife, recreational, and aesthetic values of the lower American River. The Water Forum develops and implements cooperative solutions related to water management, river flows, habitat enhancement, groundwater management, and long-term regional resilience. Its collaborative model is widely recognized as a successful example of consensus-based water management in California.
In response to the Request for Qualifications, the Water Forum anticipates receiving competitive pricing as well as an assurance of quality services.
The Water Forum intends to award multiple contracts and may add subsequent contracts at a later date as necessary to meet Water Forum’s needs for the following five categories:
Water Resources Planning, Analysis, and Technical Support Habitat Restoration Technical Analysis, Design, and Engineering Science and Monitoring Outreach Strategy, Stakeholder Engagement and Communications Environmental Compliance, Permitting, and Documentation.
After the review and scoring process, up to five firms per category will be selected and placed on the on-call list. Individual professional services agreements for firms on the on-call list would generally range from approximately $5,000 to $249,999 depending on project scope and complexity and could be more than $249,999.
