About this opportunity

The Water Forum, an administratively independent department of the City of Sacramento, is requesting qualifications for on-call consultant services across five professional service categories with statements of qualifications due September 21, 2026 at 3:00 p.m. Up to five firms per service category will be selected and placed on an on-call list active through June 2031.

The five service categories are Water Resources Planning, Analysis, and Technical Support; Habitat Restoration Technical Analysis, Design, and Engineering; Science and Monitoring; Outreach Strategy, Stakeholder Engagement and Communications; and Environmental Compliance, Permitting, and Documentation. Proposers may focus on specific subcategories within one or more categories rather than addressing all subcategories. Individual professional services agreements are anticipated to range from approximately $5,000 to $249,999 depending on project scope and complexity, with potential for larger contracts.

Evaluation uses a 100-point scoring system: Qualifications and Experience (60 points), Ability to Provide Services in a Timely Manner (20 points), and Cost Effectiveness of Project Team (20 points). A minimum score of 75 points is required for selection. Proposers must submit qualifications electronically through the City of Sacramento's PlanetBids portal and provide fee schedules with hourly rates, relevant project experience, key staff resumes, references, proof of insurance coverage, and conflict of interest disclosures.

Successful proposers must obtain a City Business Operations Tax Certificate and provide certificates of insurance prior to contract award: General Liability ($1,000,000), Auto Liability ($1,000,000), Workers' Compensation with statutory limits, and Professional Liability ($1,000,000). No performance bond is required. Pricing terms are Net 30 unless earlier payment discounts are offered. Consultant notifications of selection are scheduled for October 8, 2026. Performance spans Sacramento County and San Francisco City. The standard City of Sacramento Professional Services Agreement governs all resulting contracts.
