SPECIAL PROVISIONS
FOR
LANE RENTAL
SSP-210F(128)PM, JP NO. 30079(10), CARTER COUNTY
These Special Provisions revise, amend, and where in conflict, supersede applicable Sections of the 2019 Standard Specifications for Highway Construction.
108.12 LANE RENTAL (Add the following:)
This provision establishes lane rental fees for lane restrictions. The completion of this contract requires lanes on I-35 to be reduced, in the southbound direction, as shown in the Traffic Control Details in the plans.
Short term daily lane closures will be allowed on the contract, but must follow the guidelines of this provision. Contact the Resident Engineer to request approval for the use of short term daily lane closures.
The Contractor's sequence may vary from the sequence shown in the plans in order to eliminate lane closures during the times specified in Subsection 108.12.A.(1).
Lane rental fees will apply if free flowing traffic is disrupted during the times specified in Subsection 108.12.A.(1) of this provision, and if the Contractor closes lanes without prior approval from the Resident Engineer.
Schedule work in a manner that minimizes the disruption of free-flowing traffic on I-35, to lessen concerns of safety and the inconvenience to the public.
A. Lane Restrictions
(1) General Lane Restrictions
Due to anticipated traffic well in excess of normal levels, no lane closures will be allowed on I-35 during the following times. If the contract extends beyond the special events and holidays listed, restrictions will still apply.

(2) Short Term Lane Restrictions
Contract work using short term, daily lane closures will be allowed without the assessment of lane rental fees. Short term lane closures typically do not include the use of median barrier. The Contractor must be present and performing contract work that requires a lane closure for the safety of the traveling public, and be able to safely open the highway to free-flowing traffic upon completion of the daily operation and any subsequent and reasonable time for curing. The Contractor will be expected to meet the drop-off standard (PDT-1-3) and to backfill any areas where a drop-off is present when lanes are opened. Short term lane closures will not be allowed during the times described in Subsection 108.12.A.(1) of this provision.
B. Lane Rental Fees
A lane rental fee of $5,000 per lane per hour will be assessed if I-35 is restricted to less than two (2) lanes, in either direction, during the periods described in Subsection 108.12.A.(1).
Lane rental fees will be charged in increments of fifteen (15) minutes. As applicable, lane rental fees will be charged against each progressive estimate until free-flowing traffic is achieved as specified in Subsection 108.12.C.
C. Free-Flowing Traffic
Free flowing, unrestricted, two lane traffic will generally include, but is not limited to, completed bridge deck and safety rails (including cure time in accordance with specifications), installation of guardrail and GET's in their final configuration, removal of temporary traffic signals, removal of barrier wall, smooth transition of grades and alignments between the surface of the approach roadway and bridge deck, installation of pavement markings (temporary stripe minimum), and other such items as determined by the Engineer.
If weather conditions or other circumstances beyond the Contractor's control impede placement of permanent pavement markings, temporary pavement markings may be installed as approved by the Engineer at no additional cost to the Department. In such cases, submit a schedule for the Engineer's approval, indicating that permanent pavement markings will be installed as soon as practical. Use rolling lane closures in the vicinity of the personnel and equipment necessary for installing pavement markings operations. The Department will not consider compensation for costs associated with placement and removal of temporary pavement markings, nor any cost for preparation to install permanent pavement markings.
PAGE 14 OF 51PROPOSAL ID : 260143
108-417(c-c) 19
D. Critical Path Method (CPM)
Prepare and submit a Critical Path Method (CPM) analysis in accordance with Subsection 108.03 of the Standard Specifications within 30 days after the award of the contract. Include the cost of preparing and maintaining the CPM in other items of pay. Develop and maintain the CPM to meet all contract requirements. Submit schedule revisions to the Engineer for approval. Prepare and submit updates upon request by the Engineer, but no more than once every 30 days.
E. Additional Traffic Control, Attenuator, and Striping
The Contractor may submit an alternate schedule and traffic control plan to the Engineer for approval. Costs for quantities over and above plan quantity, items not shown in the plans but deemed necessary for traffic control, additional striping and stripe removal, additional relocation of barrier wall, and other safety appurtenances not shown in the plans but deemed necessary for compliance with applicable Standards and the MUTCD will be included in other items of work.

856.04 CONSTRUCTION METHODS
A. Surface Preparation
Remove foreign material from the road surface before applying the plural-component material.
Ensure the pavement surface is dry.
Use abrasive blasting, grinding, or high-pressure water jet to remove existing, temporary, or permanent traffic markings until at least 95 percent of the underlying pavement is visible. Use these methods when removing existing material to apply a new material that is not of the same type, such as removing hot applied thermoplastic markings to install a plural-component marking material, or removing a type of plural-component material that will not bond to the existing material, unless otherwise specified by the manufacturer that the quantity of removal is not necessary for proper adhesion and longevity.
Remove the curing compound at least 1 inch beyond the width of the marking. After removing the curing compound, sweep and use a high-pressure air spray.
When removing a material to replace it with the same type of material and to minimize damage to the pavement surface while still providing a clean surface for new materials to bond to, use abrasive blasting, grinding, or a method approved by the Engineer to remove existing, temporary, or permanent traffic markings until 80 percent of the underlying pavement is visible, or to the inspector's preference.
Unless otherwise specified by the manufacturer, this reduced removal option is only allowed when the existing and new materials will bond to each other without cracking or loss of cohesion.
Minimize interference between temporary pavement markings and the permanent plural-component pavement marking materials.
