About this file
This is a Bid Invitation and Addendum document issued by El Paso Independent School District (El Paso ISD), a Texas school district with approximately 48,000 students across 71 schools. The District is seeking proposals from qualified single-trade vendors to provide site improvements services district-wide, including playground repair, replacement, installation, and maintenance; athletic site improvements; marquee repair and replacement; and site drainage and pavement repair across various district facilities. El Paso ISD is utilizing a Job Order Contracting (JOC) procurement method as an Indefinite Delivery/Indefinite Quantity (IDIQ) Competitive Sealed Proposal. The solicitation was issued on August 11, 2026, with a non-mandatory pre-proposal informational conference scheduled for August 19, 2026, at 10:00 AM MT. The deadline for written questions is August 21, 2026, at 12:00 PM MT, with answers provided by August 24, 2026. Proposals must be submitted by September 2, 2026, at 2:00 PM MT. The contract will have an initial two-year term with options to extend for up to three additional one-year renewal terms, contingent upon satisfactory performance. The District encourages local businesses to participate.
Pricing for this JOC solicitation will be based on a proposed coefficient multiplier applied to the RSMeans unit price book's local city cost index and line-item estimates. The coefficient must include all overhead, safety equipment, contingencies, and other costs associated with project delivery. The maximum aggregate contract price is established at $3,000,000.00, with any single task order exceeding $500,000 requiring Board of Trustees approval. Vendors must provide financial statements, evidence of financial responsibility, proof of required insurance coverage (builder's risk, workers' compensation, comprehensive general liability, and automobile liability), and performance and payment bonds as determined necessary per task order. Evaluation criteria include purchase price (30 points), reputation (10 points), quality (20 points), meeting District needs (20 points), past District relationship (5 points), and long-term costs (15 points), with proposals scoring 70 points or higher eligible for consideration. Vendors must comply with multiple state and federal certifications, including EDGAR requirements for federal funding compliance, criminal history background checks for covered employees, disclosure of interested parties (Form 1295), and various Texas Government Code requirements. The District reserves the right to award multiple vendors, negotiate terms, and reject any or all proposals.
