About this file

This is a bid forms document issued by the State of California Department of Parks and Recreation for a public works project at Pfeiffer Big Sur State Park in Monterey County. The project involves furnishing all labor, materials, safety measures, tools, and equipment necessary to install a new 2-inch asphalt lift over approximately 11,570 square feet of road surface on Pfeiffer Lodge Road. The work area begins at a paint mark near the division line between older and newer asphalt paving, includes portions of driveways one and two, and extends just beyond Lodge Driveway Entry One for approximately 890 lineal feet. The scope includes sweeping, removing debris, laying down a layer of tack oil, covering the edges of the new asphalt, hauling off all spoils, and cleaning the area. Bids are due electronically on Tuesday, May 19, 2026, at 1:00 p.m., with bid opening scheduled for 1:30 p.m. the same day. The bidder must complete the work within ninety calendar days from the date of written notice to commence work, which allows ten calendar days for the contractor to begin work. A mandatory job showing is required. Contractors must hold either a General Engineering Contractor license or a C-12 Earthwork and Paving Contractor license.

The engineer's estimate for the project is $60,000, and the bidder must submit a lump sum price for all work. A bidder's bond equal to ten percent of the total bid amount is required. The project is subject to Disabled Veteran Business Enterprise (DVBE) participation requirements, with a minimum 6% participation goal; failure to meet this requirement renders the bid non-responsive. Incentive bonuses are available for bidders exceeding the 6% DVBE participation requirement. Small business preferences are also available. Department of Industrial Relations prevailing wage requirements apply to the contract. Bids must include numerous certifications and compliance documents, including nondiscrimination compliance statements, California Public Contract Code Section 10162 questionnaires, Darfur Contracting Act forms, Fair Chance Employment Act certifications, California Civil Rights Law certifications, contractor certification clauses, and Artificial Intelligence disclosure forms. Prospective bidders may submit questions and requests for clarification no later than 2:00 p.m., seven calendar days prior to the bid opening date.
