Bid Forms for State Parks Roof Replacement Project
This is a bid forms package issued by the California Department of Parks and Recreation (DPR), Natural Resources Agency, for roof replacement work at two state parks in Monterey County. The project involves replacing roofs at Residence #3 at Andrew Molera State Park and Residences #16 and #19 at Pfeiffer Big Sur State Park in Big Sur, California. Bids are due electronically on Tuesday, May 19, 2026, at 10:00 a.m., with bid opening scheduled for 10:30 a.m. the same day. Bids must be submitted to Monterey.PWBids@parks.ca.gov or through http://www.caleprocure.ca.gov. The contractor must complete all work within 120 calendar days from the written notice to commence work, which includes an allowance of ten calendar days for the contractor to begin work. Department of Industrial Relations prevailing wage requirements apply to this contract.
The bid structure requires submission of lump sum amounts for each of the three separate roof replacement items, with the grand total including all applicable taxes and expenses. A mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement of 6% applies, with failure to meet this requirement rendering the bid non-responsive. Bidders exceeding the 6% DVBE participation threshold are eligible for incentive consideration, with incentives calculated as a percentage of the lowest responsive and responsible bid up to a cap of $100,000. A bidder's bond equal to 10% of the total bid amount is required. Comprehensive documentation is mandatory, including public works bid forms, nondiscrimination certifications, prevailing wage compliance verification, DVBE declarations and certifications, commercially useful function certifications, non-collusion affidavits, California Public Contract Code Section 10162 questionnaires, Darfur Contracting Act forms if applicable, Fair Chance Employment Act certifications, civil rights law compliance attestations, contractor certification clauses, and Department of Industrial Relations registration documentation and California State License Board license verification for both the contractor and all subcontractors.
