Summary of Bid Documents for Mass Notification System

This is a bid document issued by Reeths-Puffer Schools, a Michigan K-12 school district, for the installation of a new mass notification system across three facilities: Reeths-Puffer High School, Reeths-Puffer Middle School, and Twin Lake Elementary. The system must be a non-proprietary, standards-based PA/intercom system with VoIP/SIP capabilities, providing all-call paging, zone paging, intercom/talkback functionality, and emergency notification integration with the district's existing MiTel MiVB phone system and Raptor Emergency Management system. The project requires installation of 164 total devices across the three locations, including LCD displays with strobes, dual-sided clocks, large display panels, weatherproof exterior horns, interior and exterior strobes, and interior speakers, along with proper removal and disposal of existing equipment. A mandatory pre-bid meeting and site walkthrough is scheduled for February 10, 2026, at 3:00 PM at Reeths-Puffer High School. Sealed bids are due by 2:00 PM on February 25, 2026, with public opening at 3:00 PM on the same date. The contract award is anticipated for June 8, 2026, with construction commencing August 1, 2026, and substantial completion required by that same date.

Bidders must submit sealed proposals with 5% bid security in the form of a bid bond or certified check, along with mandatory Michigan Familial Disclosure Affidavits and Iran Economic Sanctions Act compliance certifications. The proposal must include performance and labor/material payment bonds covering 100% of the project value but separately itemized from the base bid. Bidders must provide three references from Michigan K-12 school districts where similar work was completed within the last three years, proof of authorization to do business in Michigan, and a detailed project plan with work scheduled during non-school hours. The project is funded with local resources and does not require prevailing wages; however, applicable Michigan use and sales tax applies. All pricing must remain valid for 30 days from the bid opening date. The successful contractor must provide comprehensive training for administrative, secretarial, and technical staff and furnish a minimum one-year warranty on all parts and labor. The project must be issued to the State as three separate projects requiring three separate permits and inspections. Evaluation criteria include total proposed price, system quality and appropriateness, bidder qualifications and experience, compliance with specifications, and warranty and support offerings.
