About this file
The document is a bid solicitation from Eastern Kentucky University (EKU) for the sale of surplus real property located at 65 Public Square in Lancaster, Garrard County, Kentucky. The invitation to bid (ITB-452-2025) seeks potential buyers for a single-story brick commercial building situated on a 0.16-acre lot in Lancaster's historic Public Square. The property, which previously served as a classroom and office building for EKU's Dual Credit and Adult Education programs, underwent renovation in 2017 and has no limited zoning restrictions. The bid submission deadline is July 24, 2025, at 2:00 PM (ET), with a mandatory electronic submission through the JAGGAER E-Procurement system. A site visit is scheduled for July 2, 2025, from 10:00 AM to 11:30 AM, which will be the only opportunity for prospective bidders to view the property.
The bid requires a $1,000 certified check as a good faith deposit, with the university intending to accept the highest responsive and responsible cash offer that aligns with the property's market value. Bidders must submit a single, non-conditional lump sum bid and provide proof of financial capability through a lending institution approval letter or verification of available funds. The university will deliver a quitclaim deed at closing, with the option for a general warranty deed if the purchaser conducts a title examination and survey at their expense. The successful bidder will be responsible for all taxes and fees after the deed's delivery, and the final closing must occur within 30 to 45 days of bid acceptance. The property is being sold "as is," and the university reserves the right to reject any or all bids and to work with the successful bidder to provide reasonable access for site planning and evaluation.
