About this file
This document is a response to clarifying questions related to Invitation to Bid #2021-89 for the Bowman Building Covered Parking Structure Project issued by Clackamas County, Oregon and Oregon City. The solicitation allows for potential substitutions to the specified roofing system and framing design, but the contractor must complete the required CSI 1.5C form and have the proposed changes reviewed by the design professional. No geotechnical data is available for the clean fill used to cap the site, and Division 1 specifications were not included. The county will assist the contractor in coordinating with the Department of Environmental Quality if needed to address the contaminated soil. Contractors are required to apply and pay for any necessary EPA and DEQ permits.
The contract does not specify a preferred manufacturer or model for the prefabricated metal building system. Pricing terms, set asides, incumbent information, and funding sources are not provided in the clarifying questions document. The county will review and approve any substitutions or changes to the design, and the contractor will be responsible for obtaining the necessary environmental permits for the project.

INVITATION TO BID #2021-89
Bowman Building Covered Parking Structure Project (“BID”)
RESPONSE TO CLARIFYING QUESTIONS#2
November 9, 2021
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the BID as published.
1. Can we substitute the MR-24 roof system for MBCI–Ultra-Deck 24ga standing seam roof system?
Answer: The Contractor will need to complete the CSI 1.5C form to request a substitution. The request will be reviewed by the design professional of record.
2. Can we do a tapered frame or a constant depth frame instead of a moment frame?
Answer: The contractor would need to complete the CSI 1.5C form and show how proposed design will meet or exceed current design standard. The request will be reviewed by the design professional of record.
3. Can you provide material and compaction data for the clean fill used to cap Bowman
Building Covered Parking Structure site. This information will be required to determine whether footings can be neat dug in order to avoid the use of formwork stakes, which would likely penetrate through the cap.
Answer: No data is available.
4. Specifications refer to Division 1, but Division 1 is not included. Please clarify.
Answer: See Addendum #2
5. Is there a Geotechnical Engineer attached to the project? Please provide contact information.
Answer: There is no geotechnical engineer attached to project. Contractor may provide their own.
6. The Project Information document calls for Contractor to apply and pay for EPA and DEQ permits. Please clarify which EPA and DEQ permits are required for the project. Please also provide contact information for where these can be acquired.
Answer: We will only need to work with the DEQ in the event of penetrating the cap into the contaminated soil. If needed by project, County will assist Contractor in coordinating with DEQ Project Manager assigned to long term site management.
7. Is there was a specific style or type of manufactured building that is preferred for this project. Do you have any approved model numbers or anything I need to be aware of?
Answer: Refer to SECTION 13121 - PREFABRICATED METAL BUILDING SYSTEM in the specifications.
